Description

Purpose:
Provide leadership and direction for the fiscal compliance of grant programs funded by federal, state, local and private funds. Ensures that the grant programs meet their compliance and reporting requirements under the OMB Uniform Guidance. Assist in the budget development process and perform budget analysis duties as assigned by the Director, Financial Compliance or his/her designee. Manager oversees Financial Analysts on a day-to-day basis and provides instructions, guidance, education and supervision. In addition, this role may be called upon to perform activities outside the normal course including partnering with operating personnel and substituting for senior leaders in various forums. These functions must be done while also weighing the practical considerations and potential barriers that need to be overcome successfully implement new programs and processes.

Responsibilities:
  • Analyzes and reviews grant budget proposals processed for conformity with UPMC policies and compliance with requirements of prospective sponsors
  • As primary effort coordinator, manage the UPMC effort certification process on a system-wide basis. Monitor faculty distribution of effort to assure compliance with federal regulations, UPMC regulations and other sponsor regulations. Communicate with the University of Pittsburgh (the University) regarding Salaried Personnel Activity Report (SPAR) for all managed programs as deemed necessary.
  • Assures that all contracts are reviewed by the appropriate entity and negotiates budgets in a manner consistent with all UPMC polices, as applicable.
  • Electronically submits financial grant reports and assures acceptance of the application.
  • Foster team spirit and collaboration among staff members toward accomplishment of team goals, such as: Better integration of pre- and post- award functions; timely and accurate reporting to investigators; timely and accurate close-out of grants and timely resolution of issues.
  • Keeps current on changes in sponsor regulations pertaining to the submission and administration of grants and contracts.
  • Liaises with UPMCs Office for Sponsored Programs and Research Support (OSPARS) to effectively manage fiscal compliance over the UPMC grant portfolio, including new awards and potential grant submissions.
  • Manages daily operations of the UPMC grant accounting function, including invoicing, program draws, program reporting and new affiliate integrations
  • Prepares and negotiates the UPMC federal indirect cost (overhead) rate and fringe benefit rate for applicable grant programs
  • Reviews expenditures produced by the UPMC grant programs to ensure accuracy and compliance with sponsor regulations, including appropriate distribution of faculty and staff effort, appropriate spending rates and timely monitoring of budget-to-actual variances.
  • Serves as UPMC liaison between external agencies and internal administrative offices to ensure compliance with federal, state, and private regulations governing grants and contracts.
  • Serves as fiscal lead for audits and site visits by Federal state and county Sponsors.
  • Serves as primary liaison with OSPARS, principal investigators and grant administrators on all fiscal matters pertaining to federal, state and local grants.

Qualifications

  • Masters Degree plus five to seven years of relevant professional experience are preferred. 
  • Bachelors degree plus ten years of relevant professional experience are acceptable; exceptions to the college degree requirement can be made if length and relevance of prior experience (administration of grants and contracts; experience in other accounting fields in an academic or health system) as well as established track record indicate candidates overall capability and specific suitability for this position. Work Experience: Proven track record in supervision, teamwork and staff training. Proven ability to apply knowledge to the day-to-day operations of the team and staff training activities. Demonstrated analytical, organizational and communication skills. 
  • Ability to: Use good judgment and interact effectively with various levels of administration. Understand, interpret, communicate and apply relevant research laws and regulations, particularly with regard Federal administrative, fiscal and programmatic issues. Make independent judgments and decisions. Plans and develops departmental and research grant/contract budgets. Coordinate and supervise support staff. Function under stressful conditions during application deadlines. Special Requirements: Extensive knowledge of federal grant system and of the rules and regulations that guide the submission and administration of Federal grants (OMB Uniform Guidance; NIH grants policies, NIH.gov) required. Knowledge of UPMC rules and regulations that guide the submission and administration of grants and contracts preferred.
