UPMC is seeking a dynamic leader with project management experience and systems development methodologies to serve as the Director, Infrastructure and Operations. 

Community HealthChoices (CHC) is Pennsylvania's managed care long term services and supports (LTSS) program serving seniors and individuals with physical disabilities in the Commonwealth who are covered by Medicare and Medicaid.

The Director of Infrastructure & Operations will manage serving as the leader for infrastructure and operations within Community HealthChoices to evaluate, architect, and integrate enabling technologies that support the business and communication systems.  They will be responsible for the overall design and engineering of platforms that deliver high availability, performance, capacity, in a cost effective and secure manner. As well, the Director, Infrastructure and Operations will be responsible for working with information technology and operations to implement business rules and ensure effective, efficient, and scalable portals are in place.


  • Acts as a SME with the Application Life Cycle Management Team to develop, test, and implement portal functions to meet business needs.
  • Develop and lead the Infrastructure strategy, ensuring that the portals are delivering maximum value through the business, consumer innovation, and information technology services.
  • Direct operational efficiencies; develop processes to identify cross-functional opportunities, challenges, and customer satisfaction improvements; coach others to identify and elevate the same; create synergy between business lines, product leadership, operations, sales team, and the internal support teams
  • Direct the design, execution, and implementation of best practices and processes to address opportunities, challenges and portal satisfaction improvements; continuous monitoring for potential improvements.
  • Ensure Infrastructure team is mitigating, monitoring and managing risks - include financial viability, business continuity and corporate and regulatory compliance as they relate to Infrastructure.
  • Facilitates regular senior level collaborate meetings between the product leadership and the Infrastructure team to identify business needs. Works directly with senior management to propose solutions/alternatives based on competing priorities.
  • Identify and execute value opportunities with key strategic business relationships -analyze problem areas to help resolve issues and disputes.
  • Infrastructure team will act as the first line review for bug reporting and analysis of programming. Submit fix requirements and manage promotions on behalf of the customer.
  • Leads testing initiatives prior to production promotions to ensure system development meets the business requirements and the program is functioning appropriately.
  • Oversees the day-to-day operations of the strategic functions for the Infrastructure team with a specific focus on the integrated solutions. This includes responsibility for staff performance and customer satisfaction. Creates and maintains technology architecture blueprint.
  • Recruit, train, mentor, & direct staff in development and execution of Infrastructure department goals. Create a meaningful framework for measuring performance.
  • Responsible for the creation of the business requirements for portals and setting the prioritization with senior management for execution of requirements.
  • Set clear metrics across all KPI's to report Infrastructure management outcomes.


  • Bachelors Degree required and Masters Degree preferred
  • Minimum of eight years of health plan management experience/ Information Technology as it relates to business design and execution.
  • Minimum of five years of experience in project management, systems development methodologies, structured design, and programming implementations required.
  • Incumbent must have strengths in methods and techniques of business automation
  • Excellent communication skills; verbal, written and interpersonal
  • Strong analytical and problem solving skills
  • Strong leadership skills and independent decision making ability
  • Skilled in Project Management with demonstrable background
  • Proficient of Microsoft Office products and PC skills required
  • Proven process improvement and project management expertise required
  • Six Sigma preferred
  • Demonstrated ability to effectively influence others to accomplish business objectives
