Purpose:
The Statewide Youth Resources Coordinator is an integral part of PA System of Care (SOC) Partnership Administrative Team. This position will report to the Project Director of the PA SOC Partnership. This is a Substance Abuse Mental Health Service Administration (SAMSHA) Grant funded position and will be contracted through the University of Pittsburgh Medical Center (UPMC) until 2021. The Statewide Youth Resources Coordinator will be responsible for the alignment and coordination of youth initiatives as they relate to the goals of the Pennsylvania SOC Partnership. The Statewide Youth Resources Coordinator will work with a variety of established youth leadership and advocacy programs to develop a resource toolkit, coordinate and sponsor a youth run collaboration between these organizations and help SOC Partnership counties explore and connect with the available youth resources based on their individual identified needs.

This position will primarily work out of Harrisburg, PA.


Responsibilities:
  • Develop a work plan to establish relationships with all existing Youth Leadership/Advocacy organizations and groups that exist across the state;
  • Develop, in partnership with the youth collaboration, an assessment of partner counties to develop goals related to maintaining or building family partners;
  • Educate PA SOC Partners on the benefits of youth voice within administrative leadership teams;
  • Establish a collaboration/coordination effort amongst the Youth Leadership/Advocacy Groups to discuss the PA SOC Partnership goals and responsibilities to our partner counties;
  • Establish a toolkit related to the various strengths and resources that each of these Youth Leadership/Advocacy Groups has to offer;
  • Provides coordination of technical assistance opportunities based on county needs assessment on youth related activities;
  • Work with PA Grant Directors to identify, link and align youth resources and opportunities across grants and programs at state and county levels;
  • Work with national technical assistance groups to constantly update information about best practices related to youth voice to PASOC team and youth leaders across the state;
  • Works with the PA SOC Evaluation Staff to identify youth related grant successes that can be replicated across the state.

Qualifications

  • Must be over 21 years of age.
  • Bachelor's degree in Human Services, Justice, Social Services and three (3) years of work/advocacy and/or volunteer experience related to the required skills and knowledge outlined below required OR High School diploma/GED and six (6) years of work, advocacy and/or volunteer experience related to the required skills and knowledge outlined below required.  
  • Familiarity with the Child Welfare and/or Juvenile Justice systems.
  • Individuals with lived experience and knowledge of System of Care values are preferred. 
  • Knowledge of System of Care values preferred. 
  • Knowledge of the mental health system and the ability to utilize this knowledge in a professional and productive manner to assist in development of System of Care.
  • Experience working with youth representing the diversity of PA that are involved in multiple systems, especially community-based mental health, juvenile justice and/or child welfare systems.
  • Understanding of youth-serving and young adult systems, including an understanding of child serving systems.
  • Ability to present in front of small and large groups at the local, state, and national level preferred.
  • Strong leadership and decision-making abilities.
  • Demonstrated organizational skills and communication skills both written and oral.
  • Ability to independently travel to locations throughout the Commonwealth.
  • Ability to build partnerships with stakeholders across multiple organizations and systems locally and nationally.
  • Knowledge of how to identify and share local, regional, and state-wide resources.
  • Ability to create and implement creative solutions to problems/issues.
  • Proficiency in Microsoft Office products including Word, Excel and PowerPoint.
  • Ability to work independently and cooperatively as part of a team.
  • Proven organizational skills as well as strong communication and interpersonal skills.
  • Ability to organize and facilitate, conference calls, webinars, and/or events designed to benefit participants.

Licensure, Certifications, and Clearances:
  • Extensive travel within Pennsylvania and occasional out-of-state travel. Valid PA license and reliable means of transportation required.
  • Act 33 Child Clearance with Renewal
  • Act 34 Criminal Clearance with Renewal
  • Act 73 FBI Clearance
  • Comprehensive Crisis Management
