Purpose:
Manage the construction process to provide a competitive, accurate, timely and highest of quality product for user group satisfaction under the general direction of the Program Director, Construction.

Responsibilities:
  • Assure satisfactory completion of every project assigned including the completion of punch lists, phone and data installation, furniture and equipment placement and move-in.
  • Assure that all construction activities are carried out in a safe and secure manner and that all relevant regulatory requirements are met.
  • Collaborates with construction management personnel, supply chain management personnel, outside vendors, contractors and design professionals to assure comprehensive satisfaction of the end user for all projects assigned.
  • Complete all necessary/required paperwork essential for all phases the projects in compliance with the established policies and procedures.
  • Liaison with architects/engineers as required through the design and construction process.
  • Maintain budget and schedule for all projects assigned.
  • Maintains a working knowledge of the existing facilities and their utilization on all UPMC Hospital campuses.
  • Maintains a working knowledge of the existing facilities and their utilization on the Oakland and Shadyside campuses. 
  • Oversees all aspects of the projects including, design, planning, estimating, scheduling and construction management services. 
  • Oversees the bidding and/or negotiation phase of the construction projects to obtain the best prices for the work. 
  • Develops and monitors the construction project budgets.  
  • Communicates monthly budget status to senior management and the Program Director, Construction. 
  • Establishes written project timelines and communicates them to the administrative sponsor of the project and the Program Director, Construction. 
  • Reviews construction documents prepared by the A+E firms for accuracy, constructability and value engineering ideas. 
  • Maintains an on-going knowledge of external regulations and the impact on the construction process.  
  • Arranges for the necessary regulatory inspections during the project.
  • Manage day-to-day activities related to a variety of construction projects performing all duties in compliance with established policies and procedures.
  • Monitor and ensure compliance with all ICRA requirements.
  • Oversee activities and performance of outside contractor forces in accomplishing contracted work.
  • Schedule and coordinate all Department of Health inspections and certifications.

Qualifications

  • B.A. degree in architecture, engineering, construction management or closely related field AND three years construction project management experience, OR High School and eight years experience in construction project management is required.

Licensure, Certifications, and Clearances:
  • Registration for Architecture or Engineering preferred.
  • Act 33 Child Clearance with Renewal
  • Act 34 Criminal Clearance with Renewal
  • Act 73 FBI Clearance
