The Program Director, SCM Operations has operational responsibility for SCM operations functions at the locations and serves as business partners for the regions supporting our customers and ensuring strong relationships are optimally maintained between HSD operations and various centralized supply chain functions. The Program Director, SCM will serve as a supply chain representative at executive meetings and committees for the assigned region and draw upon the expertise and guidance of SCM professionals across UPMC to communicate and support the execution of corporate supply chain strategies, practices, and metrics to effectively deliver optimal value within their region. Engage with regional leadership to measure and improve service delivery and enhance operating margins. 


  • Be the local SCM executive contact and liaison for supply chain activities for the regionHas the responsibility to manage and monitor the performance of supply chain management services in an assigned region to ensure care delivery is uninterrupted, that financial targets are met and SCM Enterprise Corporate Policy compliance is achieved. Develop and foster a strong working relationship between hospital operations and UPMC SCM; maintain open communications between local hospital and UPMC SCM for ordering and delivering supplies and services.
  • Assist in the development and implementation of enterprise-wide best in class supply chain management policies and procedures and implement programs to improve productivity.Lead, develop and mentor cross functional UPMC supply chain management team which includes direct reports as well as indirect team membersManage effective communications between SCM leaders, regional leaders, and staff through a progressive escalation framework
  • Be jointly accountable for meeting region's supply expense savings targets and for improving overall customer satisfaction targets.Build and maintain strong local relationships at key levels with the objective of being a trusted business partnerResponsible for the preparation of concise and standard meeting agendas, reports and other customer facing documentation
  • Actively participate in the implementation of new services and programsSupport standardization and Value Analysis program managing compliance to and with Value Analysis processes and decisions, supporting the cost-effective utilization of products, ensuring product and purchased service evaluations are executed consistently and according to company policy and departmental processes.
  • Collaborate with strategic sourcing and other supply chain functions to optimize available contract offerings and operationalize contract terms and conditions to drive contract growth, enabling breakthrough thinking, conflict resolution, and effective communication and managing any cultural differences.Provide input to the development of KPI's and monitor regional performance reporting to other SCM functional leaders as needed and assigned.
  • Work with SCM teams to drive program/project schedules and contract deliverables that support the business with a focus on delivering on contractual commitments made.Support analytical insights to deliver value beyond price.Monitor customer satisfaction and incorporate sufficient representational feedback when considering operational changes. Provide input to and monitor operating and capital budgets.
  • Collaborate with sourcing and other SCM functions to deliver cost savings for region by managing the execution of a comprehensive SCM approach utilizing the contracts, content, services, and strategies developed across the Supply Chain Management departments.Actively participate in the enforcement of all UPMC SCM policies, rules, regulations. Interface with business leadership to ensure that effective management of the spend portfolio occurs at all levels of the organization and that business requirements and needs are met.
  • Continually identify new short and long-term improvement projects that result in measurable value.Collaborate with other SCM functions to monitor supplier performance and improvement programs ensure compliance with agreements and operational needsProvide regional leadership in support of supplier relationship activity to ensure continuous quality and delivery of supply to meet business demandsSupport and collaborate in the development of supply chain contingency plans for sole source or critical items to prevent supply interruption

  • Bachelor's degree, 5 Supply Chain Management experience, with 4 years as leadership/personnel management required. Or 10 years of Supply Chain Management experience with 5 years as leadership/personnel management required
  • Advanced degree in Healthcare or Business Administration or similar (MS, JD, etc.) is preferred
  • Minimum of 5 years healthcare experience is required
  • Demonstrated competence in relationship management, financial/business management, supply chain operations and interpersonal skills are necessary
  • An effective and strong communicator with the ability to influence executive leadership.

  • Act 31 Child Abuse Reporting with renewal
  • Act 33 with renewal
  • Act 34 with renewal
  • Act 73 FBI Clearance with renewal
