Description

The UPMC HIV/AIDS Program is seeking a full-time Senior Project Analyst to join its multidisciplinary team. The HIV/AIDS Program is part of UPMC’s Center for the Care of Infectious Diseases (hospital-based clinic) and serves over 1700 persons living with HIV in the setting of an outpatient clinic.

Reporting to Senior Project Manager, the individual in this position will work as part of a team to ensure compliance with legislative requirements of the Ryan White HIV/AIDS Program (RWHAP). RWHAP provides services to persons living with HIV and is administered federally by the HIV/AIDS Bureau (HAB) of the Health Resources and Services Administration (HRSA) of the US Department of Health and Human Services (HHS). This position will support implementation of program legislative requirements for HIV-related services for 1,700 patients with HIV at Center for Care of Infectious Diseases (CCID). Persons interested in applying must have exemplary organization skills, and experience working directly with the public, ideally in health care. Project management and Social Work/case management experience is a plus.   

Purpose:

The Senior Project Analyst is responsible for complex analysis of information for product and program-based initiatives. The Senior Project Analyst is responsible for overseeing multiple projects at any given time. Must use knowledge and understanding of processes, systems, and departments to recommend and implement project plans. This position also is responsible for reporting results to Management as needed.

Responsibilities:

  • Demonstrate knowledge of reimbursement systems, the ability to educate patients and families regarding payer requirements/ coverage for post-acute care services and the ability to effectively advocate on behalf of the patient to obtain authorizations.
  • Maintain extensive knowledge of federal, state, and local assistance programs and community resources that affect patient needs.
  • Demonstrate appropriate professional practice, maintaining respect for confidentiality and freedom of choice as outlined by the Code of Ethics by the National Association of Social Workers as well as the State Board of Social Workers, Marriage, and Family.
  • Ensure adequate staffing and conduct performance reviews.
  • Represents the discipline of social work on hospital, community, or other committees of interest.
  • Provides clinical supervision to social work colleagues looking to obtain a clinical social work license.
  • Manage/ supervise case management and peer advocate staff.
  • Other social work responsibilities as required.
  • Process report requests as needed by Manager and Directors.
  • Perform complex project and data analysis as needed by Management.
  • Recommend and implement process improvement initiatives within the department as well as implementing process improvement initiatives based on management decision.
  • Assist Management in defining and documenting tasks and duties within department.
  • Develop and maintain detailed project plans, this includes utilizing standard project documentation and methodology and project tracking and reporting procedures.
  • Develops cross-functional, change management and implementation strategies, ensuring that all the participating parties have committed to effective implementation of the processes and procedures.
  • Provide concise and timely status reporting as required.
  • Develops and implements key metrics to measure and report on progress of initiatives.
  • Assists team members in resolving project problems, escalates issues when necessary, and facilities decision-making.
  • Identifies trends and process improvement opportunities across departments within Patient Care Services Division.
  • Performs cost/benefit analysis
  • Assures quality of information through business case and application-level testing; validates test results to initial business needs
  • Assist with achieving strategic goals.
  • Works with other managers to achieve efficiencies across integration of projects.
  • Manages initiative/process day-to-day administrative activities with little supervision
  • Develops and manages specialized processes
  • Trains and coordinates the daily activities of Project Analysts
  • Serves as a knowledge expert to the Account Management Team relating to the EBS System, Excel and internal processes & procedures

  • Develops documentation of processes and procedures to assist in training and to facilitate consistency across the project team
  • Some employee supervision/oversight may be part of this position. 

Qualifications

  • Bachelor's degree and 4 years of experience OR High School degree plus 7 years of experience OR Master's degree and 2 years of experience.
  • Minimum of 2 years of relevant Project Analyst experience.
  • Excellent knowledge of spreadsheet and database software.
  • Must be very organized and deadline conscious.
  • Senior Project Management knowledge and ability to manage multiple, complex, large-scale projects.
  • Excellent computer skills required, including Access, Excel, Microsoft Project, and other pertinent computer software packages.
  • Strong management, problem-solving, organizational, and communication skills (oral and written).
  • This position requires effective planning and organizational skills.
  • Must have the ability to perform planning for large initiatives/projects, managing all tasks required to provide services to meet client and business needs within budget and targeted deadlines.
