Description

Purpose:
Responsible for the development of an emergency management program including the design, development, and ongoing management of contingency plans. Develops and maintains documentation and standards for all hazards' disaster and bioterrorism preparedness plans.

Responsibilities:

  • Acts as liaison with governmental, healthcare, and law enforcement agencies, i.e., city, county, and Healthcare Coalition for emergency planning.
  • Conducts business impact analyses to determine critical processes and information systems. Identifies acceptable recovery time objectives and establishes resources required for business resumption.
  • Coordinates and documents emergency management drills using HSEEP (Homeland Security Exercise and Evaluation Program), tracking follow-up issues to ensure they are resolved.
  • Coordinates the distribution of emergency alerts, messages, surveys, and any necessary responses
  • Develops standards for planning efforts. Documents standards and policies, as required.
  • Coordinate/implement emergency communications interoperability with the city, county, Healthcare Coalition, the Commonwealth, CECC, and UPMC system.
  • Evaluates business continuity products and services and make appropriate recommendations to management. Coordinates the administration of contingency-related contracts including an annual review to ensure their validity and appropriateness.
  • Trains staff members, as required, in the principles of business continuity and emergency management practices.
  • Acts as liaison with the University of Pittsburgh for contingency planning strategies.
  • Works on special projects as identified or directed.
  • Works with non-clinical areas to develop contingency plans. Performs risk analysis to identify points of vulnerability and ensures the appropriate use of mitigation efforts.
  • Reviews and assists with grant opportunities for hospital preparedness and communications activities.
  • Coordinates emergency response activities during a business interruption or disaster.
  • Participates in UPMC/System Emergency Preparedness planning.
  • Identifies and implements best practices for hospital emergency management planning.
  • Provides responsive business continuity preparedness and leadership in developing and analyzing recovery alternatives, develops cost/benefit analyses for contingency efforts, recommends recovery solutions to management, and documents and updates recommended recovery solutions.

Qualifications

  • Bachelor’s degree required and a minimum of 5 years of experience in healthcare or business continuity/emergency management.
  • This individual must be able to demonstrate the knowledge and skills necessary to provide basic care and/or interact appropriately with the ages of the patients served by the business facility.
  • They must also demonstrate knowledge of patient care priorities and possess the ability to assess data reflective of the business facility’s status and ability to care for the patients served by the facility.
  • SPECIAL SKILLS AND ABILITIES REQUIRED
  • Good written and oral communication skills required.
  • Possesses project management skills including scheduling, assignment of resources and review of work.
  • Thorough knowledge and understanding of current business continuity planning techniques and technologies, as well as the methods used for risk analysis and business impact analysis.
  • Possesses experience in conducting training sessions and drills

Licensure, Certifications, and Clearances:

  • Certification as a Disaster Recovery Planner or Business Continuity Planner preferred.
