Drug & Alcohol Specialist


The Drug & Alcohol Specialist will provide community-based work (meeting individuals in the community or at their homes, treatment programs, etc), to those currently experiencing homelessness. Will identify and address any needs or barriers to assist those in achieving housing stability.

The hire for this role will work within a tight-knit community-based team. Two years of prior related experience is required. Must have a reliable vehicle with valid auto insurance. Experience with substance use disorders and homelessness is strongly preferred. Should be able to work collaboratively with internal and external providers. This position will allow for a hybrid work model in which administrative functions can be completed remotely. The dress code is casual.



  • Provide outreach activities at places where people that are homeless congregate such as homeless shelters, soup kitchens, and drop-in-centers with the purpose to identify and engage people that are homeless that are affected with substance abuse issues.
  • Provide drug and alcohol supportive treatment, including group and individual therapy, to individuals with behavioral health issues.
  • Document and complete assessments, service plans, progress reports, case correspondence, service logs, and other required monitoring and reporting documentation as appropriate and on a timely basis.
  • Conduct drug and alcohol recovery groups on a weekly basis at various sites throughout Allegheny County.
  • Assist individuals to access and to coordinate appropriate drug and alcohol and related services, including 12-step programs, residential treatment programs, and inpatient programs.
  • Maintain regular contact with consumers during inpatient hospitalizations.
  • Participate in 24-hour on-call rotation as required.
  • Work with select consumers as a physician/case manager dyad/team.
  • Attend agency and state training as appropriate or as required.
  • Work within the context of the interdisciplinary treatment team and/or as a member of an identified program/module and as such is expected to attend staffing, consultations and case conferences on assigned consumers.
  • Maintain 75% productivity in consumer-oriented activity.
  • Offer ongoing support to the consumer and consultation to the treatment team.
  • Develop and maintain relationships with various providers that work with targeted population such as homeless providers and treatment providers.
  • Assist consumers to develop plans and goals needed to facilitate independent functioning and to decrease dependency.
  • Assess the holistic needs of the consumer in formulating these plans.
  • Monitor consumers' participation and satisfaction in services used by consumers pertaining to substance use.
  • Function autonomously and analyze and solve moderately complicated problems.
  • Serve as a resource and consultant to peers, Institute colleagues, and other community providers as needed.
  • Assist consumers to obtain and maintain culturally appropriate basic living needs and skills such as: housing, food, medical care, recreation, education and employment, through referral and assertive follow-up, advocacy and problem resolution.
  • Seek to be involved in discharge planning.
  • Assess individuals for appropriate level of care for substance use using a Bureau of Drug and Alcohol Program (BDAP), approved assessment tool.
  • Demonstrate knowledge of Engagement Strategies such as Motivational Interviewing Techniques and Harm Reduction and Dialectical Behavioral Therapy.



  • Bachelors Degree in Social Work, Psychology or Counseling required.
  • Bachelors in other fields of study may be considered with coursework of at least 12 credits in human services and/or relevant mental health experience.
  • 2 years of direct care or case management experience OR
    • a registered nurse with 2 years experience OR
    • a High school diploma and 7 years experience or 12 college credits and 4 years experience
  • May in the course of their duties be in rooms where medications are stored or may transport medications when they transport patients. Transportation of medication is limited from one department to another.

Licensure, Certifications, and Clearances:
Certified Addictions Counselor preferred.

  • Act 31 Child Abuse Reporting with renewal
