Description

Purpose:
Provides administrative responsibility for the Physician Services to assure compliance with clinical and safety related regulatory requirements. Leads the Medical Management team in supporting implementation of Clinical Quality projects identified by the Vice President and other clinical process improvement activities that increase patient safety and satisfaction and decrease risk. Support initiatives of other entities of the system such as the Electronic Health Record implementation and operation teams, the UPMC Health Plan, the UPMC Diabetes Institute, and the Center for Quality Improvement and Innovation as it applies to the outpatient practice setting. Works collaboratively with other departments to promote positive outcomes in quality and cost of care.

Responsibilities:

 

  • Establish and implement policy and procedure related to clinical operations including, but not limited to safety, risk management, clinical and safety related regulatory compliance, and professional licensure/certifications.
  • Monitor Accident and Illness Prevention Program for regional ambulatory sites. Ensure that appropriate actions are taken to correct conditions that may pose an immediate threat or risk to patients, staff, and visitors.
  • Serve as Safety Officer and appropriately communicate with the executive staff, sites and employees in the event of a Disaster/Emergency.
  • Participates in the decision-making process for creation, annual review, distribution, and maintenance of all site-specific written safety plans for the Regional Ambulatory sites for the following areas: Bloodborne Pathogen Exposure Control Plan, Disaster and Emergency Management Plan, Safety Management Program, Hazard Communication, Fire Safety, Employee Injury, Respiratory Protection, and Workplace Violence.
  • Develop educational programs related to safety and risk management. Track Annual Safety Training to ensure 100% compliance.
  • Provide oversight for all physician office laboratory and diagnostic imaging activities through supervision of the Coordinator, Clinical Support to ensure that all laboratories and diagnostic imaging sites are appropriately licensed for the level of testing being performed and are in compliance with appropriate federal and state regulations.
  • Provide direction for clinical purchasing and work with appropriate vendors to ensure that sites are provided with cost effective and high quality products and supplies.
  • Coordinate distribution of Seasonal Influenza information to the sites for patient and staff education, documentation forms, administration of the vaccine, and appropriate billing and coding information.
  • Serve as consultant to Administrators and others as appropriate to ensure that they are receiving necessary ancillary/clinical support services for their areas of responsibility and provide intervention when required.
  • Develop and implement a comprehensive Medical Management Work Plan to support improving clinical processes of the practices and the goals of oversight committees.
  • Lead the Improvement Specialists to assist practice physicians and practice operations on clinical process improvement.
  • Staff the physician committees bring awareness of the clinical needs of the practices to the attention of the physician members, develop and implement projects at the direction of the committees.
  • Provide support to the EpicCare implementation teams for successful rollout of the Electronic Health Record across the physician practice network and operationalizing Quality Payment Program at the practice level.
  • Promote and disseminate methods for Registered Nurses in the physician practice setting to obtain Continuing Education Units (CEU) that is now required for PA License renewal
  • Develop mechanisms for implementation of and to support clinical initiatives of the UPMC Health Plan and the Center for Quality Improvement and Innovation (CQII) within the practices
  • Oversee efforts to maximize clinical aspects of Pay for Performance initiatives that will augment revenue for incentive programs
  • All regulatory reporting (all clinical metrics) within the Norther Pod, including NY and Responsible for NY Regulations and base metrics.
  • Oversight of all Electronic Management Records (EMR) for EPIC and Medent and assist with all EPIC Go Live implementations.
  • Leads and Directs processes and overall quality improvement activities that produce better patient care and more efficient operations.
  • Responsible for providing direction and coordination of the development, implementation and evaluation of the Outpatient Quality Improvement plan, Medical Management workplan and E.H.R operations. Identifies trends, prioritizes and recommends improvements, decreases duplication and ensures compliance of state and federal regulations.
  • Responsible for investigating ambulatory incident reports, patient complaints, patients care issues and works closely with Risk Management and Compliance within the organization
  • Implements strategies and plans for quality improvement functions throughout the Ambulatory Physician networks in collaboration with the administrative and clinical leaders of the Hospitals.
  • Tracks and presents results of improvement efforts and ongoing measures of clinical processes to Leadership
  • Gathers, analyzes and reports quality data monthly, quarterly, and annually from a wide array of outpatient systems and stakeholders. This includes third party payor data for pay for performance and value based contracting agreements; required certification and survey requirements such as PCMH; internal data from electronic medical records and national data and benchmarking. This also includes community based programs and stakeholders.

 

Qualifications

Qualifications:

  • Bachelors Degree in Health Care, Business or a related field.
  • MBA preferred
  • Fours years of combined management/supervisory and physician office experience
  • PC proficiency
