UPMC Health Plan is hiring a full-time Program Director of Quality of Care. The team is based out of downtown Pittsburgh's US Steel Tower, however, this role will work in a hybrid structure with in-office attendance as needed. Out-of-state candidates may also be considered. 

In conjunction with the senior leadership, the Program Director of Quality of Care is responsible for overseeing the coordination and administration of all aspects of quality of care functions and programs.  This includes but is not limited to; planning, organizing, staffing, leading and overseeing quality of care program activities. Under limited supervision, the Program Director of Quality of Care develops, manages and oversees policies, procedures and operations of the assigned functional areas, ensuring compliance with all internal and external regulations and deadlines. The Program Director of Quality of Care is responsible for overseeing the quality of care investigation process and driving the development, coordination, communication, and implementation of future strategic quality of care improvement opportunities.



  • Monitor, assess and promote patient safety including efforts to prevent, detect and remediate quality of care and critical incidents that addresses deviations in the provision of health care.
  • Develop action plans to improve clinical services, in conjunction with the Quality Medical Director and CMO - Quality Department.
  • Identify and address quality of care improvement opportunities.
  • Develop and maintain an actionable quality of care triage process.
  • Implement and maintain the technology systems necessary to manage, monitor, trend and report on quality of care.
  • Develop a high-level quality of care executive dashboard to make reporting and tracking more efficient.
  • Initiate and set goals and new initiatives according to the strategic objectives of the organization and department ensuring all deadlines and milestones are met.
  • Develop new and unique methods to improve operations of the organization and to create new opportunities.
  • Work cooperatively and effectively with others to set goals, resolve problems, and make decisions enhancing organizational effectiveness.
  • Devise evaluation strategies to monitor performance and determine the need for improvements.
  • Enhance efficiency and productivity of procedures and people.
  • Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization.
  • Apply change, risk and resource management principles when needed.
  • Responsible for hiring, orientation and ongoing management of all assigned staff including but not limited to; conducting regular performance appraisals, providing constructive feedback, direction to improvement, provide positive leadership to all staff, encouraging a team approach, professional attitude modeling best practices.
  • Work in tandem with other members of the health plan in order to advance mission of the health plan and the UPMC at large (medical management, quality, network, health promotion, pharmacy, etc.)
  • Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.



  • Bachelors Degree required. Concentration in clinical field preferred.
  • Masters Degree strongly preferred.
  • Minimum of 10 years work experience required with at least 3 in a managed care environment preferred.
  • Minimum of 3 years experience with data analysis.
  • Minimum of 3 years of project management.
  • Quality improvement experience preferred.
  • Excellent organization, communication and interpersonal skills.
  • Excellent oral and written skills.
  • Ability at evaluate data and develop and implement interventions based upon data
  • Ability to use current technology.

Licensure, Certifications, and Clearances:

  • Clinical licensure preferred.
