Description

Purpose:
Under the direction of the Director, Facilities Compliance, the Manager, Facilities Compliance facilitates the planning, development and execution of all applicable activities relating to compliance and quality improvement and assists in managing these programs ensuring that mandatory and desired outcomes as well as appropriate measures are reached and maintained. The Manager, Facilities Compliance collaborates with the Environmental Health and Safety, Infection Control and clinical staff as necessary in an ongoing effort to improve overall patient care and safety and ensure regulatory compliance.

Responsibilities:

  • Supports and adheres to the hospital and Engineering and Maintenance Department (E&M) policies and procedures, philosophy and mission, applying Service Excellence attitudes and behaviors in the process of performing all job responsibilities.
  • Manages applicable EOC and regulatory agency (The Joint Commission (TJC), DOH, EPA, OSHA, etc.) compliance related programs and functions for E&M BMS managed facilities. Assists with other facilities upon request.
  • Serves as front line E&M Representative for TJC EOC and DOH Inspection walkthroughs at the E&M BMS managed facilities and others upon request.
  • Manages the compilation and presentation of E&M documentation at TJC, DOH and other review sessions at the above facilities and all others as needed.
  • Assists the Director, Facilities Compliance in ensuring that all DOH and TJC and other requirements related to the disciplines represented in the department are met.
  • Uses the TMS Maintenance Software Package to ensure all compliance related equipment/asset risk assessment, maintenance and applicable reporting standards are met.
  • Assists in the development and expansion of the department training program and related compliance reporting functions for all applicable facilities. 
  • Assists in the implementation of appropriate monitoring/quality control systems and procedures required to maintain effective and efficient operations within the E&M BMS managed facilities ensuring that mandatory and desired outcomes and measures are reached and maintained.
  • Manages the implementation and operation of the Above Ceiling Work and Fire System On-Hold/Hot Work Permit programs for the E&M BMS managed facilities, and ensures desired outcomes are reached with Infection Control and EHS. Helps initiate program expansion to other facilities upon request.
  • Manages E&M Utility Incident reports for the E&M BMS managed facilities. 
  • Collaborates with the VP, Facilities, Engineering and Maintenance, the Director, Facilities Compliance and applicable facility management in the development, annual review and implementation of E&M policies and procedures for each facility as needed.
  • Conduct Inspection Rounds walkthroughs in the applicable facilities as needed.
  • Communicates compliance related operational barriers to EHS and the EOC Team and facilitates the resolution of these barriers.
  • Promotes positive collaborative relationships through participation in interdisciplinary planning and problem-solving activities in the interest of maximizing cost-effective, high-quality patient care.
  • Encourages and facilitates cooperative and responsive UPMC Facility interrelationships in the interest of facilitating and improving overall compliance.
  • Participates in various Health System sponsored committees, task forces and activities, assuming a leadership role as appropriate, and preparing applicable reports upon request.
  • Performs all other duties as assigned.

 

Qualifications

  • B.S. or B.A. degree from an accredited university with a minimum of 5 years of experience working in a health-care setting, OR
  • High school diploma and a minimum of 8 years of experience working in a health care setting.
  • A minimum of 3 years of supervisory/administrative experience, and a minimum of 3 years of regulatory compliance experience.
  • Must possess strong organizational, analytical and interpersonal skills.
  • Ability to manage multiple priorities and deadlines concurrently.
  • Demonstrated initiative and ability to work independently.
  • Strong oral and written communication skills.
  • Ability to interact with individuals at all levels within UPMC. Significant experience in EOC management including regulatory inspection, audit, data collection, reporting and presentation is mandatory.
  • Computer experience including proficiency in Microsoft Excel, Word, Power Point and Access is strongly preferred.
  • Experience in usage of CMMS systems is also preferred.
