Description
Purpose:
The Director of Grants & Contracts is responsible for the administration and management of the Office of Grants and Contracts (OGC) at Magee-Womens Research Institute and Foundation (MWRIF). As a key member of the leadership team, the Director of Grants and Contracts will report to the Senior Director, Operations of MWRIF. This position requires a keen understanding of pre-award and post-award functions. Familiarity with National Institutes of Health (NIH) policies is required for consideration for this position. This position will work cross functionally with finance.
Responsibilities:
- Responsible for the overall performance of the OGC team, including timely and accurate completion of tasks assigned to the team and individuals within the team; he/she performs the performance reviews of assigned team members and proposes merit increases, promotions or disciplinary action. The Director of Grants & Contracts is held accountable for his/her role in improving the overall functioning of the OGC through active participation in policy and procedure development.Recommend and implement process improvement activities with a focus on enhancing compliance, automation, efficiency, and accuracy.Analyze and review research proposals processed for conformity with MWRIF policies, University of Pittsburgh policies (if necessary) and compliance with requirements of prospective sponsors.As primary effort coordinator, manage the University of Pittsburgh effort certification process for the Department of OB/GYN faculty members and staff effort certification through MWRIF. Monitor faculty distribution of effort to assure compliance with federal regulations, University of Pittsburgh regulations and other sponsor regulations. Update Salaried Personnel Activity Report (SPAR) for OB/GYN faculty and research personnel as needed.Assist investigators in grant submissions to assure that all sponsor guidelines are followed.
- Assure that all contracts are reviewed by the appropriate entity and negotiate budgets in a manner consistent with all MWRIF and University of Pittsburgh polices, as applicable.Electronically submit NIH and other grant applications and assure acceptance of the application.Foster team spirit and collaboration among staff members toward accomplishment of team goals, such as: Timely and accurate reporting to PI's Timely, accurate close-out of grants, and timely resolutions all identified issues.Identify and nurture professional growth and development opportunities for staff members and team as a whole.Interview, hire, and train new employees in the area of grants and contracts; plan, assign, and direct work; appraise performance; address complaints and resolve problems.
- Keep current on changes in sponsor regulations pertaining to the submission and administration of grants and contracts; educate research administration staff members and researchers on policy changes and monitor consistent application of rules within the team.Manage daily operations of MWRIF OGC.Monitor all other assignments, output and timely completion of assigned tasks of all relevant research administration staff.Monitor workload of pre and post-award staff; reassign workload to accomplish equitable distribution among team members.Prepare and negotiate consortium agreements and service agreements between MWRIF and other institutions.Provide supervision and direction for staff that are responsible for all aspects of pre- and post- award functions in the OGC.
- Review expense reports produced by the University of Pittsburgh and by MWRIF to ensure accuracy and compliance with sponsor regulations, including appropriate distribution of faculty and staff effort, appropriate spending rates and timely corrections when necessary.Serve as MWRIF liaison between external agencies and internal administrative offices to ensure compliance with federal, state, and private regulations governing grants and contracts.Serve as a grant and contract-related resource for investigators and/or program/project staff designated by the Investigator.Serve as an administrator for the research participant payment system.Serve as a liaison with the University of Pittsburgh's Office of Research, Dean's Office representatives at the School of Medicine and other University offices, such as Research Accounting on all matters pertaining to grants, contracts and material transfer agreements.Serve as quality control gateway and develop quality improvement strategies for individual OGC staff and the team as a whole.

Qualifications
- Master's degree plus five to seven years of relevant professional experience is preferred.
- Bachelor's degree plus ten years of relevant professional experience is acceptable; exceptions to the college degree requirement can be made if length and relevance of prior experience (administration of grants and contracts; experience in other accounting fields in an academic or health system), as well as established track record, indicate candidate's overall capability and specific suitability for this position
Work Experience:
- Proven track record in supervision, teamwork and staff training.
- Proven ability to apply knowledge to the day-to-day operations of the team and staff training activities.
- Demonstrated analytical, organizational and communication skills.
- Ability to use good judgment and interact effectively with various levels of administration to understand, interpret, communicate and apply relevant research laws and regulations, particularly with regard Federal administrative, fiscal and programmatic issues and to make independent judgments and decisions.
- Plans and develops departmental and research grant/contract budgets.
- Function under stressful conditions
Special Requirements:
- Extensive knowledge of federal grant system and of the rules and regulations that guide the submission and administration of Federal grants (OMB Uniform Guidance; NIH grants policies, others) required.
- Knowledge of University of Pittsburgh rules and regulations that guide the submission and administration of grants and contracts preferred.
