UPMC Health Plan is seeking a full-time Senior Manager of Proposal Development to support the Marketing and Communications Department within the UPMC Insurance Services Division!

The Senior Manager will work standard hours, Monday through Friday, with the option of a hybrid or remote work arrangement! 

The Senior Manager of Proposal Development is responsible for the development and execution of RFPs and RFIs across all lines of business, including Commercial (Medical, Prescription Drugs, and Ancillary Coverages), Government (Medicare, Medical Assistance, CHIP, etc.), TPA Services, WorkPartners, and eBenefits. This role supports proposal development for both prospective (new sales) and existing groups (renewals), and is also responsible for supporting the professional development of direct reports, as assigned.

The Senior Manager will work collaboratively with the Director of Proposal Development to develop long-term departmental planning and forecast future needs tied to the allocation of resources and strategic business objectives. This individual must be aware of broad company objectives as they relate to driving profitable growth, identifying target markets, and expansion efforts, and apply this knowledge to the strategic vision of the Proposal department. In the Director's absence, the Senior Manager must fulfill the Director's responsibilities based on departmental needs.

Additionally, the Senior Manager will serve as a mentor and coach, and facilitate the ongoing professional development of direct reports. The ability to mediate conflict and resolve internal departmental disputes related to personnel issues is vital to this role, as is the ability to garner respect throughout the organization. The ideal candidate for this position will exhibit exemplary leadership qualities, and will also have extensive knowledge of and experience in the health insurance industry. 


  • Reviews live persuasive/creative content developed by the Writer/Proposal Quality Assurance Manager and live technical content produced by the Proposal Management team.
  • Identifies and communicates gaps in Qvidian content based on comprehensive reviews of RFP/RFI/IT Risk Assessment questionnaires.
  • Provides consultative support prior to Finalist Presentation development to ensure all key RFP details are captured and clearly communicated.
  • Supports proposal development (RFP, RFQ, RFI, IT Risk Assessments) for both prospective (new sales) and existing groups (renewals) across multiple lines of business.
  • Assigns, distributes, and reviews all standard and strategic RFP/RFI/Assessments materials to direct reports and assists direct reports in the development of proposal strategies and win themes, as needed.
  • Attends strategic RFP kick-off meetings and provides additional insight, as needed.
  • Shapes the appropriate voice and tone of proposal content as part of their comprehensive review prior to releasing to internal and external clients.
  • Assists with hard copy production of final strategic proposal submissions, as needed.
  • Proactively engages with key internal clients (Sales, Account Management, and Subject Matter Experts) to maintain strong professional relationships.
  • Oversees annual process trainings with Sales, Account Management, and Marketing & Communications to communicate ongoing proposal process enhancements.
  • Oversees process-oriented workgroup sessions with Sales, Account Management, Marketing Operations, and the Proposal Development team on a bi-annual/annual basis.
  • Works collaboratively with the Director to develop long-term departmental planning and forecast future needs tied to the allocation of resources and strategic business initiatives.
  • Serves as a subject matter expert by staying informed of trends and current events that directly impact the health insurance industry.
  • In the Director's absence, fulfills the Director's responsibilities based on departmental needs.
  • Manages direct reports and facilitates their ongoing professional development.
  • Works closely with all Sales, Service, Network, health improvement, and medical management team personnel to qualify, strategize, and produce effective and impactful RFPs, RFIs, and IT Risk Assessment responses.
  • Provides leadership to Sales, Legal, and LOB ownership regarding value proposition for the company, products and services, and for new content.
  • Leads the weekly Proposal Process Enhancements meeting, and drives and assigns ad hoc projects related to the department's process improvements.
  • Conducts critical analysis of proposal development processes and procedures on an ongoing basis.
  • Drives profitable growth by effectively managing the development and execution of RFPs/RFIs/IT Risk Assessments across all lines of business, including Commercial, Government, TPA, WorkPartners, and eBenefits.
  • Distributes key reporting metrics to the Director and senior leadership across all lines of business.



  • Bachelor's Degree in Business Management, Marketing, Communications, Professional Writing, or related field.
  • Minimum of 7 years of experience within proposal development, marketing, quality assurance, sales operations, and/or copy-editing arena.
    • Preferably in insurance, financial services, or any other professional services.
  • Project management experience with the ability to consistently exceed deliverables in a high-volume RFP production environment.
  • Minimum of 5 years of supervisory experience managing direct reports or 5 years mentoring junior employees in a leadership or senior capacity.
  • Flexible, highly organized, detail-oriented, proactive, resourceful, and able to exercise sound judgment.
  • Possess excellent interpersonal, partnering, and communications skills with the ability to influence results, coach and mentor members of the Proposal Development team, and educate the team, business partners, and Subject Matter Experts.
  • Ability to develop and maintain effective partnerships and influence with the senior leadership team and other internal customers.
  • Must hold a current PA Health and Accident insurance sales license or become licensed within 24 months of hire.
  • Experience driving and implementing departmental process improvements and possess a strategic and forward-thinking mindset.
  • Experience with Microsoft Office applications.
  • Proficiency in Qvidian, SmartDocs, or other RFP repository.
  • Background in Health Insurance strongly preferred.
  • Additional Skills: organizational skills, ability to handle quick turnarounds and tight timelines, and ability to work well under pressure and simultaneously manage multiple direct reports.

Licensure, Certifications, and Clearances:

  • Act 34
  • Current PA Health and Accident insurance sales license OR become licensed within 24 months of hire.
