Description
The Program Manager will act as a liaison at the Psychiatric Emergency Services (PES) at Western Psychiatric Hospital to enhance collaboration and coordination of care. The Program Manager is responsible for the administrative and clinical leadership and direction of PES. This includes the conceptualization, organization, and implementation of the program. Responsible for coordinating the overall direction of the program in collaboration with all other supervisors.
Western Psychiatric Hospital’s Psychiatric Emergency Service (PES) is a psychiatric emergency room that sees over 13,000 patients annually. It is the pulse of the hospital and a busy hub where patients from all over travel to receive an evaluation from a team of experts in the field. The PES is a multidisciplinary team that collaborates to determine the best possible and most appropriate disposition for the patient and their family. The PES serves as a resource across UPMC and the behavioral health network for psychiatric care and consultation.
Responsibilities:
- Monitor program productivity on a regular basis.
- Conducts individual evaluations of staff performance within the set time period.
- Supervise training and orientation to all new staff and ongoing training to current employees as per Regulations.
- Provide clinical/administrative supervision to supervisors, and other program staff as needed on a weekly basis.
- Conducts all hiring, promotions, and disciplinary action for program staff.
- Oversee, direct, and coordinate all day-to-day functions of the program. Manage both clinical and administrative issues related to service delivery with other Program staff.
- Conduct interviews with candidates and review potential employees with a Human Resources representative.
- Work collaboratively with Clinical Administrator to develop and expand the program to meet the needs of the target population as it corresponds to the overall vision of UPMC/WPIC.
- Conducts an evaluation of program goals from previous year, identifying accomplishments and areas of need to be used in strategic planning for the next fiscal year.
- Demonstrates compliance with Program and Institute policies and procedures.
- Provides or coordinates effective group training and individual supervision for all program staff.
- Work directly with the Department of Human Resources (HR) to screen candidates for positions within the program.
- Develops, monitors, and maintains the Program within the proposed budget
- Participate in WPIC meetings and outside agency meetings as deemed necessary by supervisor.
- Manage and oversee the flow of clinical paperwork related to service delivery.
- Manage programmatic issues related to all services. Monitor and manage all cases that are either entering or are currently in services.
- Defines annual strategic goals, which coincide with the mission of the service line and WPIC.
- Develops outcome procedures demonstrating program effectiveness.
- Develops procedures and a reporting structure to measure quality of care.
Qualifications
- Masters Degree in a Human Services field with a minimum of five (5) years experience in a mental health setting. At least two (2) years supervisory experience preferred.
- Clinical experience in a psychiatric setting with knowledge of psychiatric assessment, diagnosis, family, individual and group treatment.
Licensure, Certifications, and Clearances:
- CCM training is required within 30 days of hire and annually thereafter
- License in Social Work or Psychology preferred.
- Cardiopulmonary Resuscitation (CPR)
- Comprehensive Crisis Management (CCMC)
- Act 31 Child Abuse Reporting with renewal
- Act 33 with renewal
- Act 34 with renewal
- Act 73 FBI Clearance with renewal
