The Proposal Manager (Team Lead) is responsible for overseeing all activities related to RFP/RFI development for each specified lines of business. This includes managing the overall RFP process flow, developing proposal schedules and timelines, coordinating with key personnel, maintaining draft version control, reporting upon proposal status, ensuring compliance with RFP requirements and managing the proposal through to completion. The Proposal Manager (Team Lead) serves as a consultant and resource to the Manager of Proposal Development and the Director of Proposal Development. The Proposal Manager (Team Lead) is responsible for supporting ongoing process improvements and reporting on key proposal metrics for each specified lines of business. The Proposal Manager (Team Lead) also exercises leadership responsibilities by managing the Associate Proposal Manager and serves as a mentor within the department. The Proposal Manager (Team Lead) must be able to balance the responsibilities of strategic proposal development, serve in a leadership capacity, and support departmental process improvements.

  • Compile all documents required for the final proposal submission (electronic and hard copy) and work with the Project Manager in Marketing Communications to coordinate hard copy production needs with the Print Shop, as needed
  • Conduct annual process trainings with each specified line of business in Sales, Account Management and Marketing Communications to communicate ongoing proposal process enhancements
  • Develop the Proposal Management Plan (PMP), inclusive of the proposal checklist, proposal strategies, win themes and proposal timeline
  • Direct writing, editing, and rewriting efforts to achieve a persuasive, customer-focused, clear, and concise proposal
  • Drive ad hoc projects related to the department�s process improvements and conduct critical analysis of proposal development processes and procedures on an ongoing basis
  • Lead RFP kick-off meetings for both standard and strategic proposals and conduct regular proposal status meetings and maintain the proposal schedule
  • Manage RFPs/RFIs as assigned by the Manager and/or Director of Proposal Development for both Standard and Strategic proposals
  • Manage the Associate Proposal Manager and facilitate his/her ongoing professional development: Hold individual 1:1 meetings with direct report on a weekly basis Serve as a mentor, coach and departmental resource to direct reports and other junior members within the department Complete performance evaluation of direct reports on an annual basis
  • Participate in quality assurance process: Engage with the Editorial department and/or the Writer/Proposal Quality Assurance Manager to ensure all key documents have been edited in accordance with corporate standards Perform self-reviews of assigned RFPs/RFIs Conduct peer reviews for all new business or client proposals, as needed
  • Provide consultative support prior to Finalist Presentation development to ensure all key RFP details are captured and clearly communicated and serve as consultant and business resource to the Manager of Proposal Development and Director of Proposal Development and provide departmental insight regarding the needs of Sales and Account Management
  • Update reporting metrics in Workfront (e.g. project status and reporting dashboard) for each specified line of business regarding projects/assignments
  • Verify compliance with the bid request by comparing requirements against the proposal checklist to prepare a compliant and responsive proposal
  • Work collaboratively with the Sales Executive/Account Executive in managing and directing all proposal efforts
  • Work collaboratively with the Writer/Proposal Quality Assurance Manager to write technical content and develop persuasive, customer-focused, clear, and concise proposal for live RFPs
  • Work collaboratively with third party vendor to facilitate branding updates, as needed and facilitate content updates to templated materials (e.g. cover letter and executive summary/proposals) with Sales and Account Management on an ongoing basis


  • Bachelor's Degree in Business Management, Marketing, Communications, Professional Writing, or related field.
  • The Proposal Manager (Team Lead) should have at least five years of experience within the proposal development arena, preferably in insurance or other professional services; including, but not limited to: analysis of RFPs/RFIs, developing proposal timelines, schedules, and compliance matrixes, leading kick-off meetings, maintaining draft version control, reporting upon proposal status and coordinating with Subject Matter Experts (SMEs). 
  • The Proposal Manager (Team Lead) should have experience responding to scopes of work, bid requirements, and questionnaires, as well as developing cover letters, executive summaries, deviation statements, and additional responses as they relate to RFPs/RFIs. 
  • Must hold a current PA Health and Accident insurance sales license or become licensed within six months of hire 
  • Experience developing and implementing departmental process improvements 
  • Experience with Microsoft Office applications Proficiency in Qvidian, SmartDocs, or other RFP repository preferred 
  • Background in Health Insurance preferred 
  • Technical Skills: organizational skills, able to handle quick turnarounds and tight timelines, ability to work well in a team-oriented environment, ability to simultaneously coordinate multiple project timelines

Salary Range: $30.89 to $52.76
