The University of Pittsburgh Physicians is actively seeking an individual to fill their Director of Operations opening. This person would responsible for strategic decision-making, policy development, and policy implementation for the business unit. Accountable for the operational performance (service, quality, and financial) of the business unit. Ensure compliance with all state, federal and regulatory agencies. Serve as the coordinator in utilization and report generation from the EPIC system. Assists with the Creation and management of the operating and capital budgets for the department.


• Ensure the department is in compliance with UPMC policies and procedures and with the requirements of any applicable regulatory agencies or accrediting bodies (i.e. JCAHO, PA Department of Health, Medicaid).
• Assist in establishing and implementing policy related to BU including, but not limited to, professional licensure, registration and/or certification; risk management; clinical operations and clinical compliance; and staff and patient safety. Assist in meeting in educational requirement of staff.
• Assist managers to develop and implement action plans to improve service levels and exceed customer expectations.
• Assists Senior Director of HIM in the orientation and training of all Medical records staff and students in HIM department.
• Assists Senior Director of HIM with establishing, implementing and maintaining CMI, UPP and PSD Medical Records policies, procedures and guidelines and ensuring compliance at each individual practice.
• Assists Senior Director of HIM with implementing standard policies regarding medical transcription; performing cost benefit analysis; and identification of methods for reducing transcription costs for PSD. Assists the operational management with the transition to the preferred transcription vendor. Intervene with all quality complaints and operational issues with the preferred transcription vendor
• Assists Senior Director of HIM with policies/procedures/training/computer access and reimbursement processing for Release of Information Vendor.
• Assists with practice transitions and physical moves, including but not limited to: ordering of proper HIPAA forms; design/layout of medical record areas; working with vendors to purchase/move shelving; working with vendors to move medical records; indexing of medical records when applicable; creating or eliminating relationships with transcription vendors and/or release of information vendors.
• Assists with preparing the PSD practices for implementation of the electronic health record. This consists of auditing current documentation styles, and ensuring that standardized processes and forms are. , Evaluate each practices current needs and processes in preparation for the abstracting work that will be done.
• Attends assigned committee meetings and UPMC Health System meetings as required/assigned.
• Conducts issue-driven and/or general HIM and HIPPA Audits throughout PSD locations for compliance with all legal and regulatory issues including HIPAA, general medical records issues (record storage, release of information, etc.) documentation, ask once compliance, KITS, and other random audits) identifying areas of concern and lack of compliance. Provides immediate feedback to location management staff and Senior Director HIM to improve efficiencies and decrease risks and liabilities for the practices. Informs PSD Senior Executive staff on legal concerns identified via verbal and written report. . Prepares corrective action plan and tracks for completion and trending.
• Coordinate all EPIC activity including training for staff, as required. Create necessary reports in EPIC, specifically those to evaluate physician productivity. Conduct quarterly physician productivity meetings.
• Create a culture of service excellence focused on defining, understanding and consistently satisfying the requirements of both internal and external customers.
• Create and implement business and program development plans that support and advance the BU and hospital strategic initiatives. Assist faculty and coach staff to establish and achieve programmatic goals.
• Implement, monitor and evaluate all quality initiatives to ensure positive patient outcomes. Facilitate processes to improve patient satisfaction. In the absence of the Privacy Officer, investigate HIPAA and red flag complaints, complete reports and letters as required and provide feedback as appropriate
• Keep the Senior Director well informed of any backlogs, conflicts, complaints, operational concerns, or equipment failure. Contribute information regarding the status of various projects, accomplishments for each functional area, and develop goals and objectives for each functional area of responsibility to be provided to the PSD executive committees as well as the UPP Board of Directors.
• Manage the human resources functions for the BU including recruitment, performance evaluations, and corrective action regarding staff within the department. Mentor office managers and staff in areas of responsibility..
• Monitors processes necessary to ensure proper procedures and compliance with the in-error policy for EpicCare processes relating to transcription and/or data quality errors in the eRecord systems.
• Work with Facilities and Materials Management and appropriate vendors to ensure that practices are provided with cost-effective and high quality products and supplies. May act as liaison to outside vendors.
• Performs other duties, activities and special projects as are necessary and required. Maintain professional skills and refine expertise through appropriate education/development activities and professional associations.
• Provides support to Senior Director of HIM for all internal activities regarding health data retention/retrieval, health statistics, legal requirement applications, classification and indexing, quality assurance and health information systems. And represents Senior Director of HIM at both Corporate and or entity level meetings.
• Serve on all committees as assigned. Provide leadership, oversight and direction for assigned special project activities.
• Supervise coordinate and monitor the activities of the HIM team (approximately 40 employees). Coordinate and manage the outsourced processes associated with transcription, release of information and off-site record storage. Supervise and directly participate in activates including but not limited to: Department Enrollment Specialists, Transcription; Abstracting; Data Quality; Release of Information; HIPAA investigations; HIPAA training; ARRA self-pay; HIM/HIPAA audits and improvement at the individual practices . Develop methods for improvement when needed. Assure work schedules are maintained and productivity standards are met for all staff. Assists in the development and implementation of job descriptions, training schedules, performance evaluations, and performance standards. Foster communication with staff by organizing and conducting team meetings within the PSD HIM department. Participate in the recruitment, interviewing, and selection of candidates for vacant PSD HIM positions 

Work closely with Clinical, Administration and Information Services staff in identifying opportunities for improving cost and quality of care through in-depth process and cost of care analysis, forming recommendations to drive significant operational changes.



• Bachelors Degree in Health Care Administration, Business Administration, Finance, Accounting or related field w/ 5 years of experience
• OR - Bachelors Degree in Health Care Administration, Business Administration, Finance, Accounting or related field / FMR Program Graduate w/ 3 years of experience
• OR - Masters Degree in Health Care Administration, Business Administration, Finance, Accounting or related field w/ 3 years of experience
• OR - Masters Degree in Health Care Administration, Business Administration, Finance, Accounting or related field w/ Fellowship Program Graduate and 3 years of experience
• Preferred - Advanced knowledge of applicable federal, state, and local laws as they pertain to HIM.
