The Program Manager is responsible for the administrative and clinical leadership and direction of the program. This includes the conceptualization, organization, and implementation of the program. Responsible for coordinating the overall direction of the program in collaboration with all other supervisors.

  • Conduct interviews with candidates and review potential employees with a Human Resources representative.
  • Conducts all hiring, promotions, and disciplinary action for program staff. Provides or coordinates effective group training and individual supervision for all program staff.
  • Conducts individual evaluations of staff performance within the set time period. Conducts an evaluation of program goals from previous year, identifying accomplishments and areas of need to be used in strategic planning for the next fiscal year.
  • Defines annual strategic goals, which coincide with the mission of the service line
  • Demonstrates compliance with Program and Institute policies and procedures.
  • Develops procedures and a reporting structure to measure quality of care. Develops outcome procedures demonstrating program effectiveness.
  • Develops, monitors, and maintains the Program within the proposed budget
  • Manage and oversee the flow of clinical paperwork related to service delivery.
  • Manage programmatic issues related to all services. Monitor and manage all cases that are either entering or are currently in services.
  • Monitor program productivity on a regular basis
  • Oversee, direct, and coordinate all day-to-day functions of the program. Manage both clinical and administrative issues related to service delivery with other Program staff.
  • Participate in meetings and outside agency meetings as deemed necessary by supervisor.

  • Provide clinical/administrative supervision to supervisors, and other program staff as needed on a weekly basis.
  • Supervise training and orientation to all new staff and ongoing training to current employees as per Regulations.
  • Work collaboratively with Clinical Administrator to develop and expand the program to meet the needs of the target population as it corresponds to the overall vision of UPMC


  • Master's degree in a Human Services field.
  • Minimum of five (5) years of experience in a mental health setting.
  • At least two (2) years of supervisory experience preferred.
  • Clinical experience in a psychiatric setting with knowledge of psychiatric assessment, diagnosis, family, individual and group treatment.


Licensure, Certifications, and Clearances:

  • Act 33 Child Clearance with Renewal
  • Act 34 Criminal Clearance with Renewal
  • Act 73 FBI Clearance
  • Older Adult Protective Services Act
  • Basic Life Support or Cardio Pulmonary Resuscitation
  • License in Social Work preferred
