Job Overview:

UPMC Health Plan is seeking a development manager to lead, mentor, and assist in managing a dynamic team with a focus on writing code and developing applications. The Software Manager also takes a “hands-on” approach by participating in design decisions, code reviews, planning sessions and other technical discussions. As part of a larger organization, the Software Manager is involved in many cross-functional product and process improvement initiatives as both a team member and leader. 


The Manager, IT Engineering provides leadership to the day to day operation, support, development, installation, and delivery of engineering products and services within the Information Services Division. The Manager, IT Engineering is further responsible for the identification and development of talent and for managing performance to ensure business goals and objectives are met, if not exceeded.


As the Software Development Manager, your responsibilities include: 

  • Proven leadership abilities across teams to address business needs for support, issue analysis, enhancements, and corrective actions.
  • Help evolve the existing software systems, infrastructure, and architecture as needed to support business growth, SLAs, and production operations for web applications, mobile, databases, and integrated software.
  • Coordinate release, sprint, and project planning with coordinated meetings as needed to ensure project tracking and completion.
  • Resolve technical problems, issues, and escalations within development team and project activities
  • Stay current with technology trends and instill a continuous learning mindset in the team.
  • Provide leadership and guidance to coach, motivate, and lead team members to their optimum performance levels and career development.
  • Maintain and monitor individual employees' performance plans.
  • Collaborate with all levels within the organization including senior leaders.
  • Occasionally design, develop and test software to maintain a good working knowledge of software development practices, technologies, tools and challenges.
  • Completes performance evaluations and coaches/mentors staff.
  • Contributes to department's short-term strategy and goals.
  • Facilitates successful completion of projects, tasks, and initiatives by embracing a team-first approach. 
  • Works in collaboration with multiple teams and offers feedback, where appropriate, to complete individual and group efforts.
  • Identify, create and apply process improvement to increase product and service quality to achieve business objectives.
  • Manages a single team function of primarily IT Engineering professionals.
  • Provides input on budget planning. 
  • Responsible for managing to budget.
  • Responsible for continuous self-study, training's, partnering with management, and/or seeking out opportunities to broaden scope to stay up to date with industry and organizational trends. 
  • Seeks feedback from management and team for development and effectively incorporates feedback into work and behaviors.
  • Responsible for demonstrating appropriate, clear, concise, and effective written and oral communications in all interactions to build relationships and accomplish day to day work and projects within department.
  • Responsible for ensuring that service is provided to the ISD client community, patients, families and visitors, while protecting the integrity and confidentiality of all data and information through physical and electronic measures.


  • Nine years of total related experience, with at least two years experience in a leadership role OR equivalent combination of education/experience. 
  • 5+ years of previous leadership or management experience within application development managing teams of 5 or more 
  • 5+ years of experience with the System Development Life Cycle
  • 3+ years of relational database experience
  • 3+ years of solid Agile and Waterfall experience
  • Understanding of IT Engineering best practices, architecture, and framework. 
  • Strong project management, problem solving, organizational, relationship, communication, and negotiation skills (oral and written) are required. 
  • Strong understanding of IT strategy and how it relates to business objectives. 
  • Ability to apply extensive experience to highly complex problems
  • Prior experience working as a Software Engineer or Applications Developer
Preferred Qualifications:
  • Prior Insurance or Healthcare background
  • Experience with Restful and SOAP-based web services, JSON and XML and knowledge of Microservices-oriented architectures build using .Net technologies.
  •  Experience with responsive and adaptive web application development using JavaScript-based frameworks such as ReactJS, AngularJS, and NodeJS.
  • Experience working employees and contractors remotely

Salary Range: $43.83 to $71.29
