UPMC Health Plan is seeking a Senior Administrator, Data Governance! The Sr. Administrator, Data Governance will be responsible for organizing and leading workgroups to ensure agile projects and operations have necessary data governance components in place.


Data Governance functions include data quality management, reference and master data management, business intelligence, metadata management, data development, and data audit review/security management. The Sr. Administrator will assist in coordinating the Insurance Services Division's efforts to ensure compliance with laws, regulations, and policies around data management.


The job focuses on analytics, data management, implementation support and ensuring we execute data controls to leverage our information as an asset, partner with business units to ensure appropriate data governance protections and develop an effective overall program that meets stakeholder's objectives.


Looking for someone with technical & analytical skills, must have a basic understanding of code/queries, SQL, business intelligence tools like Informatica, Tableau, Cognos. Relationship building is critical, making connections and being able to influence and really listen to Data Stewards/Subject Matter Experts and provide frameworks that make a difference.

  • Assist in the development of policies and procedures.
  • Build, improve and drive consistency of data governance objectives, processes and tools. Lead data governance education; drive the evolution of data governance methodologies, tools and processes; and further develop a culture of effective data governance that focuses on strategic objectives and drives value for the organization.
  • Coordinate and communicate effectively with data stewards across business lines to achieve business objectives.
  • Coordinate with management in the preparation and submission of status reports to senior management and periodic updates resulting from on-site visits and/or audits. Complete special projects and assignments.
  • Implement data-driven feedback loops to ensure we continue to focus data management resources in the right places.
  • Implement solutions including data governance tools, data quality, data blending, reporting and business intelligence needs both within and across business units.
  • Manage special projects, including developing and implementing project plans for data governance.
  • Meet deadlines and turnaround times set by the Manager (these deadlines and turnaround times will, at times, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both).
  • Participate in committee meetings with subject matter expertise on data governance.
  • Responsible for synthesizing technical and business needs on both operational and project data management needs.
  • Responsible for the accurate communication of contractual requirements and guidance throughout the health plan, as well as the internal coordination of data governance and compliance activities.
  • Serve as a liaison with technical and business teammates at all levels and external parties including consultants, contractors, and regulators.
  • Support and promote effective data security and privacy initiatives and programs, partnering with the relevant ISD and UPMC departments.
  • Support solutions which can expand, optimize and reduce where appropriate SQL server, Oracle and Access databases.


  • Accredited bachelors degree required (risk management, actuarial sciences, business/economics, computer science, engineering, or finance/accounting). Masters or MBA desirable.
  • Minimum of 2-5 years of demonstrated and progressively increasing experience/knowledge of Data Management processes and practices, working with business intelligence tools and implementing enterprise systems.
  • Excellent organizational capabilities with ability to work effectively as a team player.
  • Demonstrated ability and desire to implement data management processes and procedures in a fast paced environment.
  • Ability to continuously interact effectively and professionally with all levels of staff. Excellent written and oral communication skills.
  • Understanding of Agile development frameworks.
  • Ability to handle multiple priorities/projects in a fast-paced professional environment.
  • Able to understand, interpret and leverage different data management industry frameworks.
  • Demonstrated performance in meeting time-sensitive deadlines with minimal supervision.
  • Business minded partner and collaborator who continually builds relationships, consensus and coalitions to get things done.
  • Strong emotional intelligence and self-awareness
  • Strong technical and analytical skills: Basic level understanding of code/queries, SQL, VBA, C#, C++, Toad, Tableau, Cognos, .NET, Oracle skills or equivalent are preferred in a development and production environment along with
  • Basic scripting such as Python/R.
  • Strong working knowledge of standard office software, including but not limited to Word, Excel, and PowerPoint.
