UPMC is actively seeking a full time Director, Government Product- Product Development for our Community HealthChoices team.  This role will be for Southeast, Pa. 


Community HealthChoices (CHC) is Pennsylvania's managed care long term services and supports (LTSS) program serving seniors and individuals with physical disabilities in the Commonwealth who are covered by Medicare and Medicaid.

The Director, Product Development is responsible for evaluating all Medicare product offerings, including Special Needs Plans, in light of the products' relative market position and make recommendations to senior management on changes to the products or the development of new designs or enhancements. This position is responsible for the implementation of new products or plan benefit package changes to existing products by coordinating with all impacted departments across the health plan. This position is also responsible for providing leadership and direction of Medicare strategic planning and direction, requiring broad product knowledge and the ability to lead across a matrix organization


  • Communicate new product offerings and plan benefit package changes to all functional areas of the organization to ensure they are understood and marketed correctly by current and prospective members.
  • Coordinate the implementation of new products and plan benefit package changes with key Health Plan department personnel to ensure successful implementation.
  • Develop, manage and implement new products and plan benefit package changes to position UPMC Health Plan competitively in the Medicare market.
  • Direct the filing of new products, product variations, and modifications of previously approved documents with the Centers for Medicare and Medicaid Services (CMS), the Pennsylvania Department of Human Services (DHS), and other regulatory agencies as required.
  • Evaluate, prioritize, and refine current Medicare benefit offerings.
  • In conjunction with Medicare Finance and Analytics and Marketing Intelligence, manage market research and analysis performed by operations business analysts and others.
  • Lead strategic planning efforts to set the overall direction of the Medicare line business.
  • Oversee regulatory compliance for all filed products to ensure all regulatory requirements are met. Coordinate the filing of the necessary subcontracts related to SNP renewal for Medicaid benefits.
  • Oversee the education and training of key Health Plan staff on new product offerings and variations.
  • Provide leadership and direction for development of the sales and marketing strategy for all Medicare products to ensure that organizational goals and objectives are achieved.
  • Provide management representation at all meetings that impact or pertain to product development.
  • Submit regular reports to the Senior Director, Medicare Strategy that outlines activities and accomplishments compared to goals.
  • Work closely with the Senior Director of Medicare Strategy, Medicare Vice President, and other Health Plan Management to communicate product development projects and initiatives through the executive review process.


  • Bachelors degree in Business, Healthcare Administration, Public Health or a closely related field.
  • Masters Degree in one of the aforementioned disciplines strongly preferred.
  • Seven (7) or more years of management experience in a managed care organization or health care industry required
  • Experience in Medicare Advantage product development preferred.
  • Two (2) or more years of experience in regulatory and product filing are preferred.
  • Ability to demonstrate excellent organizational, managerial, interpersonal, and communication skills.
  • Strong leadership skills and independent decision making ability.
  • Able to direct managers and staff with minimal amount of supervision.
