UPMC Health Plan is hiring a full-time Program Manager to help support the UPMC Community HealthChoices Quality Improvement Department for its downtown Pittsburgh location at the US Steel Tower. Community Health Choices will impact more than 400,000 people statewide who are dually eligible for Medicare and Medicaid or receive Medicaid funded long-term services and supports (LTSS). Through Community HealthChoices (CHC), we coordinate physical health care and LTSS to enhance the quality of life and independence for frail seniors and adults with disabilities in home and community-based environments as well as in institutional settings. This is a Monday through Friday daylight position.



The successful candidate will provide overall project management related to the Performance Improvement Projects (PIPs), program performance measures, and operational reporting required by the Pennsylvania Department of Human Services (DHS) for Community HealthChoices. This position will provide internal direction, leadership, and accountability for project management efforts among operations as well as across the system; define project objectives and measures to be tracked by the responsible business owners; develop and maintain detailed project plans; and produce final versions of reports for submission to the DHS.


  • Assist cross-unit team members in resolving project problems, escalates issues when necessary, and facilities decision-making.
  • Assist with achieving Operations division strategic goals as well as system strategic goals.
  • Develop and implement key metrics to measure and report on progress of initiatives.
  • Develop and maintain detailed project plans, this includes utilizing standard project documentation, methodology, project tracking, and reporting procedures.
  • Develop cross-functional, change management and implementation strategies
  • Ensure that all participating parties have committed to effective implementation of the processes and procedures.
  • Identify trends and process improvement opportunities across departments within operations.
  • Maintain project planning documents, prepare materials, write and distribute workflows
  • Monitor operating performance against regional and national benchmarks.
  • Provide concise and timely status reporting as required
  • Work with other managers to achieve efficiencies across integration of projects.



  • Bachelors degree in business, mathematics, statistics, health care, management, or related business field required.
  • Minimum of four years of related project or program management work experience.
  • Masters degree preferred (Four+ years experience will be considered).
  • Experience in health care insurance or health care industry preferred.
  • Prior experience with NCQA, HEDIS and CAHPS is also highly preferred
  • Excellent computer skills required, including Access, Excel, Microsoft Project, and other pertinent computer software packages.
  • Strong management, problem solving, organizational, and communication skills (oral and written) are required.
  • Excellent Project Management skills along with effective planning and organizational skills.
  • Ability to perform planning for large initiatives/projects, managing all tasks required to providing services to meet client and business needs within budget and targeted deadlines.

    Licensure, Certifications, and Clearances:
    PMP Certification is highly preferred.

Salary Range: $30.89 to $52.76 / hour
