Description

Purpose:
Planning and scheduling work, assignment of work, assignment of personnel, follow-up of work orders, and coordination of projects, as it relates to day-to-day operation of all maintenance activities. Coordinate activities with the contractors and tenants of assigned buildings.

Responsibilities:
  • Assist and/or plans, coordinates and executes construction and/or renovation projects and other designated project work. 
  • Conducts rounds on a regular basis for the purpose of direct observation of hospital personnel and staff performance.
  • Assists and/or plans, coordinates and executes construction and/or renovation projects and other designated project work. 
  • Promotes open communication with department personnel, peers, management and administration. Clearly and consistently communicates the mission and priorities to department personnel.
  • Assists in determining the qualification and competencies needed by the department personnel in order to provide the level of services required.
  • Participates in the selection and hiring of individuals with the required abilities, qualifications and competencies. 
  • Assists and/or initiates the disciplinary process for department staff as appropriate. 
  • Performs employee performance reviews to assess individual performance and competence and to assist in the development of performance related goals.
  • Assists in the selection of products and acquisition of new equipment with consideration resource consumption (personnel, materials, time, energy and finances). 
  • Communicates and coordinates with outside agencies/companies, regulatory inspection, outside contractors and facilities as appropriate.
  • Assists in investigating cost effective alternative to established practice and purchases.
  • Assists to ensure effective and efficient operation of the department.
  • Develop/upgrade maintenance programs for the hospital buildings and equipment, in evaluating hospital systems with respect to cost, service, efficient and energy cost.
  • Collaboratively with the educational training manager ensure all new staff are properly oriented into the department and trained in responsibilities.
  • Assist in developing and assigning daily work orders, PM tasks, and emergency work orders projects to the maintenance department staff.
  • Communicates goals to the department staff to encourage input and cooperation. 
  • Demonstrates positive and consistent support of the mission and priorities by example and behavior. 
  • Is available to hospital personnel to identify and resolve problems related to hospital maintenance.
  • Communicates the identification and/or resolution of maintenance problems to the Program Director Facilities and/or head nurse/department director. 
  • Assists in the development of departmental policies and procedures in collaboration with associated departments as required and on a timely basis. 
  • Monitors maintenance practices to ensure compliance with maintenance policies and procedures.
  • Conducts follow-up and corrective action in regard to maintenance issues.
  • Conducts follow-up on incidents (patient, employee, safety and security) that have occurred. 
  • Utilizes effective methods of reporting to the Program Director Facilities.
  • Coordination and evaluation of department practices to ensure provision of quality work for hospital maintenance. 
  • Insure maintenance personnel compliance with infection control policies and procedures and institutes follow-up for deficiencies as necessary.
  • Assists in selection of outside resources for services not provided by the department or within the organization.
  • Demonstrates creativity in staffing and scheduling to minimize labor costs while providing a sufficient number of qualified and competent persons to provide the care and/or services required.
  • Provides for cost effective repair/replacement of equipment on a timely basis.
  • Directly handles maintenance problems involving patients, nursing units and other departments by utilizing open communications with the respective supervisor. Demonstrates ability to resolve and identify problems. Collaborates and coordinates with medical and interdepartmental personnel on hospital maintenance issues.
  • Efficiently schedule working hours to assure proper management and supervisor interaction with off-shift operations at the Medical Center building and with staff. 
  • Initiate and conduct testing and training sessions in accordance with TJC stipulations. 
  • Provide, coordinate, and continually upgrade the PM program with the manager of system operations. Align the PM work to the individual shops, and ensure completion of the work in the scheduled time period.
  • Ensure that all equipment is up to date and properly maintained to provide safe and effective operation. 
  • Research new developments in cleaning supplies/equipment through continued education and vendors. 
  • Provide efficient and effective management of department inventory including linen, cleaning supplies and paper supplies. 
  • Develop and maintain expenditures within the approved annual operating and capital budgets. 
  • Practice universal blood/body fluid precautions. 
  • Represent the hospital on all relevant UPMCHS committees including Environmental Services and Linen PAM committees. Participate in selecting outside sources for needed services
  • Exhibits, both verbally and behaviorally, a commitment to the values of service excellence in carrying out on-going duties. 
  • Maintains a positive outlook and interactions with co-workers, which contribute to the team effort of the department.
  • Process all work orders completed by shops. 
  • Serve as a teacher in the development of department staff and Team Leaders. 
  • Ensure the overall cleanliness and appearance of the facilities, including all relevant off site locations.
  • Serves as a role model of service excellence for the institutions by providing quality services that are responsive to client needs, proactive in scope and accessible in nature.  
  • Using the Basics of Service Excellence as a guide, respond to the needs of individual patients, employees, departments or other organizations with courtesy, respect and a positive outlook.
  • Supervise all Maintenance employees assigned, in accordance with hospital and department policies, and Environmental Supervisors. Oversee daily work schedules to allow optimum output per hours worked. Use innovative scheduling to optimize available resources.

Qualifications

  • Three to seven years experience of institutional building maintenance experience.  
  • Demonstrated knowledge and proficiency of two or more primary crafts of electrical, plumbing, carpentry, refrigeration and/or HVAC with an adequate understanding and skills in all phases of building maintenance.
  • Proven abilities to plan, coordinate and execute all requirements of major repairs, installations of equipment or systems, construction and renovation projects, or various other design project work. 
  • Communication skills to provide quality interaction with staff as to effectively supervise

Licensure, Certifications, and Clearances:
  • Act 34 Criminal Clearance
