UPMC Health Plan is hiring a full-time Manager, Quality Data Analysis to help support the HEDIS Improvement Department for its downtown Pittsburgh location at the US Steel Tower. This is a Monday through Friday daylight position.

The successful candidate will be responsible for comprehensive analysis of data and information for HEDIS and Quality related work including production provider quality profiles, regulatory reporting to DPW, PHC4 and CMS. The Manager takes a leadership role in the development, enhancement, documentation, and communication of the evaluation of quality and other programs. The Manager also takes a leadership role in the development and oversight of all quality analysis and reporting activities including staff development and processes related to department goals. To successfully perform the role, the Manager must understand report design and statistical analysis as well as the causes of clinical trends and anomalies in data. The Manager must also have the ability to translate program goals and objectives into testable hypotheses. The Manager will also serve as a process expert and provide training and support to other analysts as needed. The Manager has supervisory responsibilities and must have the ability to mentor and develop junior staff members as well as have direct responsibility for all Quality Data Analysis work and direction of assignments for analyst on the team. The Manager will also be responsible for team productivity and performance. The Manager must use their knowledge and understanding of financial, clinical and other information generated by numerous sources to identify opportunities to improve reporting and analysis accuracy in HEDIS and other department work. Furthermore, the position requires the ability to articulate these opportunities to internal and external audiences in both oral and written format, implement the solutions, and track and monitor progress. These functions must be done while also weighing the practical considerations and potential barriers that must be overcome to successfully implement new programs and processes.


  • Coordinate the orientation of new staff members
  • Design and perform reports and statistical analyses, and then be able to explain this analysis to a non-technical audience of both internal and external customers including senior management;
  • Develop and maintain working relationships with internal Health Plan departments, and external contacts as appropriate
  • Identify departmental needs and report to management as appropriate
  • Identify quality performance opportunities in re-admission prevention, preventable hospitalizations, and patient safety through population profiling and segmentation;
  • Implement and monitor effectiveness of these solutions;
  • Investigate variances in data and derive solutions to quality issues;
  • Maintain policies and procedures of the team/department
  • Manage routine & special projects which may require oversight of other departments' work and coordination of a wide variety of functions
  • Meet deadlines and turnaround times set by the department director (these deadlines and turnaround times will, at times, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both)
  • Monitor program results against appropriate benchmarks
  • Oversee and supervise the work of staff and serve as reference point for questions on day-to-day basis
  • Perform peer reviews on direct reports and participate as requested on other division staff
  • Prepare and distribute work assignments to direct reports
  • Regulatory reporting to DPW, CMS, PHC4 or other entities;
  • Report production to support clinical HEDIS initiatives;
  • Report staff productivity on a weekly, monthly and quarterly basis
  • Support and collaborate with network providers, health care purchasers and consumer services team for quality and cost transparency strategy



  • Bachelors degree in mathematics, statistics, biostatistics, engineering, health care management or a related field; masters degree preferred. Extensive related experience will be considered. 
  •  Minimum of five years experience in reporting and analysis. 
  • Proficient level of experience with SQL
  •  Experience in health care insurance or health care industry preferred, but those with relevant experience in other industries will be considered.
  • Superior computer skills are a given, with knowledge in SQL and relevant software packages such as, but not limited to, SAS and Access.
  • Prior experience leading/supervising staff essential.
  • Experience with governmental regulatory reporting is required.
  • Incumbent must demonstrate a high degree of professionalism, enthusiasm, autonomy and initiative on a daily basis.
  • Ability to work in a fast-paced environment a must.
  • Will need to manage multiple tasks and projects, and forge strong interpersonal relationships within the department, with other departments, and with external audiences.
  • Attention to detail is critical to the success of this position, with demonstrated competency in customer orientation and the ability to deal with ambiguity.
  • Excellent project management, planning, communication, documentation, organizational, analytical, and problem solving abilities required. 
  • Advanced mathematical skills including statistics required. 
  • Ability to interpret and summarize results of various analyses in a timely and meaningful way. 
  • Ability to effectively approach problem solving. 
  • Ability to monitor project progress and communicate interim and final results to senior management. 
  • Ability to re-engineer processes to positively impact productivity in terms of timeliness and accuracy. 
  • Ability to work independently.
  • Ability to communicate clearly and effectively both orally and in writing.
