Description

UPMC Health Plan is hiring a full-time Quality Improvement Database Analyst to help support the HEDIS Improvement Department for its downtown Pittsburgh location at the US Steel Tower. This is a Monday through Friday daylight position.

The successful candidate manage the comprehensive oversight and integrity of quality improvement data from multiple internal and external sources. Understand the organization of evaluation-level data and have the ability to transform disparate internal and external data sources into standardized databases for reporting and analysis. Use knowledge and expert understanding of health care data, data systems, database engineering, statistical software applications, and overall data management to maintain quality improvement databases and identify opportunities to improve quality measurement and analysis projects. Take a leadership role in the creation, enhancement, documentation, validation, and dissemination of quality improvement databases for internal analysis and regulatory reporting purposes. Act as a lead on PL/SQL support package development, maintenance, and documentation for various projects. Serve as a process and database coding expert and provide training and support to other analysis staff as needed. These functions must be done while also weighing the practical considerations and potential barriers that must be addressed to work in a timely fashion.

Responsibilities:

  • Analyze, document, and validate multiple internal and external disparate data sources and database load processes
  • Build, maintain, and document PL/SQL support packages, procedures, and functions based on quality measure specifications and be able to explain these activities to a sophisticated analytic audience
  • Construct business cases based on analysis of data and data needs
  • Coordinate the orientation of new staff members
  • Develop and maintain working relationship with internal health plan departments and external contacts as appropriate
  • Identify departmental needs and report to management as appropriate
  • Implement and monitor effectiveness of these solutions
  • Investigate variances, errors, and inefficiencies in data and support code packages, procedures and functions and derive solutions
  • Maintain monthly and annual database production activities, including updating reference and support tables and configuring yearly production schemas
  • Maintain policies and procedures of the team/department
  • Manage routine and special projects which may require oversight of other departments� work and coordination of a wide variety of functions
  • Meet deadlines and turnaround times set by managers and department director (these deadlines and turnaround times will, at times, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both)
  • Oversee and maintain internal quality improvement databases for HEDIS, CMS Stars, PA Performance Measure, and Pay for Performance reporting purposes as well as internal analysis
  • Perform and validate monthly migration of support code and reference tables from development to production
  • Perform peer reviews as requested
  • Prepare and distribute work assignments as needed
  • Preserve the integrity of quality improvement data structures while modifying to include additional data elements on an ongoing basis
  • Provide guidance to peers and serve as reference point for questions on a day-to-day basis
  • Refine and manage version control process for tracking support and measure code modifications

 

Qualifications

  • Advanced degree in Data Management, Information Systems, Health Care Management, Mathematics, Engineering, Economics, or related field
  • 7 years of job experience with at least 3 years of health care insurance or health care industry experience; extensive related experience will be considered
  • Superior computer skills are a given, with expert knowledge in database engineering and Oracle PL/SQL as well as a working knowledge of analytic software packages such as SAS, SPSS, etc.
  • Ability to create and transform quality data into analysis required
  • Ability to validate databases and create solid documentation required
  • Ability to develop single and multi-data sources to serve as the foundation of complicated analysis required
  • Ability to re-engineer processes to positively impact productivity in terms of timeliness and accuracy required
  • Experience with reporting tools, particularly Microsoft SSRS preferred
  • High degree of professionalism enthusiasm, autonomy and initiative on a daily basis. 
  • Ability to work in a fast-paced environment a must
  • Ability to manage multiple tasks and projects, and forge strong interpersonal relationships within the department with other departments, and with external audiences
  • Attention to detail is critical to the success of this position, with demonstrated competency in customer orientation and the ability to deal with ambiguity
  • Excellent project management, planning, communication, documentation, organizational, analytical, and problem solving abilities required
  • Ability to monitor project progress and communicate interim and final results to management required
  • Ability to quality review analytic results necessary
  • Ability to communicate clearly and effectively both orally and in writing required Knowledge and expert understanding of all products and benefit designs of UPMC Health Plan insurance offerings, across all lines of business needed.
  • Well-informed conversant with general business, economic, and clinical matters necessary
