Description

Community HealthChoices (CHC) is Pennsylvania's managed care long term services and supports (LTSS) program serving seniors and individuals with physical disabilities in the Commonwealth, as well as dual-eligible individuals covered by Medicare and Medicaid.


The Sr. Manager, Infrastructure & Operations is responsible to conceive, organize, promote and oversee the progress of operations and CHC external vendor projects (ILS, HHA, PPL and FEI) . The Sr. Manager will provide strategic support and guidance to technical Analyst(s) to promote the achievement of business objectives, initiatives, and in accordance with corporate, health plan, and state guidelines for assigned regions.

Responsibilities:

 

  • Assist and manage technical team member(s) in resolving project problems, escalates issues when necessary, and facilities decision-making.
  • Assist with achieving Operations division strategic goals as well as system strategic goals. Assure quality of information through business case and application level testing; validate test results to initial business needs.
  • Assist with the design, detailed requirements, development oversight, UAT testing and implementation of the eCare functionality within the HealthPlaNET platform
  • Develop and Manage the Provider Pay process to ensure that providers are paid for their services (includes troubleshooting issues, coordinating the issue resolution effort and notification 0f all stakeholders when the provider is paid)
  • Develop and control deadlines and activities Apply change, risk and resource management Assume responsibility for managing the CHC program external LTSS vendors (ILS, HHA, PPL and FEI) Assume program performance and aim to maximize ROI Prepare reports for program director(s)
  • Develop and implement key metrics to measure and report on progress of initiatives.
  • Develop and maintain detailed project plans, this includes utilizing standard project documentation and methodology and project tracking and reporting procedures
  • Implement suitable program strategies and objectives Coordinate cross-project activities
  • Lead and evaluate technical Business Analyst staff Formulate, organize and monitor inter-connected projects Determine suitable strategies and objectives

 

Qualifications

  • Bachelors degree in Health Administration, Business Administration, related field, or equivalent experience
  • MSc/MA is a plus
  • 6 years of contracting, contract analysis, or provider relations experience.
  • Must be knowledgeable of network development processes, vendor and contract language required 
  • Thorough understanding of project/program management techniques and methods
  • Excellent knowledge of performance evaluation and change management principles
  • Excellent knowledge of MS Office; working knowledge of program/project management software MS Project is a strong advantage
  • Demonstrated leadership and organizational skills
  • Excellent communication skills
  • Excellent problem-solving ability

Salary Range: $33.94 to $57.47
