The VP Strategy and Account Performance for UPMC will report to the President of UPMC Commercial Products and the President of UPMC WorkPartners. This position will have the oversight of managing all aspects of UPMC's comprehensive insurance programs including Group Health, benefit design Clinical Management, Workers' Comp, Leave programs, AP/Health Promotions, and Onsite Services and will work across multiple operations' programs and services to ensure that the highest quality of care is rendered to UPMC employees and family members in the most cost effect manner. This position will interface with multiple departments and benefit programs in creating and delivering comprehensive impactful services and benefit design to UPMC employees and families. This position is also responsible for working closely with leadership across the Insurance Services Division responsible for meeting business development goals and will identify priorities and overall strategy for business and product development.

Responsibilities:

  • Consult regularly with senior leaders to hear first-hand the strengths and challenges that are being faced corporately and within the individual contracts/programs. Independent problem solving based on sophisticated knowledge of the health Insurance systems, provider network, member services policies, members' rights and responsibilities, and the operating practices of the organization.
  • Create and participate in manager forums to promote appropriate program and services within the Insurance Services Division and UPMC.
  • Managing multiple tasks concurrently in a fast-paced environment. Maintaining effective relationships with employees at all levels and with outside vendors, agencies and organizations.
  • Maximize benefit design payment models, incentives & policies to support stakeholder engagement and behavior change. Effectively implement Population Health Strategy for UPMC working closely with Health Plan and WorkPartners clinical and analytical team to establish specific targeted objectives across all services.
  • Oversee client process including review of alternative plan designs, acquiring rates, and conducting client meetings. Maintain expertise in current thinking in the fields of Business Strategy, Health Care Process and Technologies, Consumer Technology and Design Strategy. Make recommendations to senior management based on emerging trends and case studies of success in these disciplines in both related and non-related industries.
  • Providing appropriate management direction to various departmental managers and staff, namely the Senior Management to establish procedures for monitoring and evaluating the quality and effectiveness of processes or methods. Directs Senior Management in the development and communication of the corporate Strategic Plan. Ensures that departmental business plans (goals and objectives) are integrated into the broader corporate perspective and that corporate goals are measurable, fully communicated to management and staff, and that progress is regularly monitored and reported. Encourages a participative management style throughout the organization.
  • Responsible for overall management of UPMC multi-facet insurance program, through a team across traditional Health Plan operations, financial, clinical, account functions while utilizing expanded services of Health Management Occupational and non-occupational services. Ensures that departmental business plans (goals and objectives) are integrated into the broader corporate perspective and that corporate goals are measurable, fully communicated to management and staff, and that progress is regularly monitored and reported. Encourages a participative management style throughout the organization.
  • Reviews periodic management activity reports and financial statements to determine ongoing fiscal status. Keeps Senior Management apprised of corporate strategic and financial progress and recommends revisions to department business plans and related projects in process in accordance with prevailing strategic and financial conditions. Researches current local and national health care and employee benefit needs, trends and competitive activities, maintaining professional affiliations and enhancing personal growth and development through continuing education seminars and referencing of professional literature.
  • The advanced analytical ability necessary to develop strategic corporate goals, forecast trends, profits and membership levels, and to analyze industry/product trends. Engage in an ongoing scan of public policy issues, federal and state, and advise on areas that will impact UPMC and the Insurance Services Division, including, but not limited to, health care reform, federal initiatives to fund new development in health care, CMS rule changes, etc. Senior advisor to the President/CEO and Executive Staff on public policy related to business development including analysis, development and impact.

Qualifications

  • Specific management of Health Plan operation or large self-insured health and welfare program required.
  • A Bachelors Degree in Business or a related field required.
  • Masters Degree in a managed health care, business or related field is required.
  • At least ten (10) years of progressively responsible industry specific work experience to be able to: a) provide the managerial skills in the areas of program/project analysis, organizational development, supervision, and communication, and b) provide an in-depth understanding of the managed care industry, medical cost containment and utilization, and the employee benefits industry as a whole.
  • Advanced managerial skills necessary to plan, organize, integrate and administer a full service, integrated managed care organization.
  • Advanced written and verbal communication skills necessary to elicit, negotiate, and present technical information related to a variety of operations and departments, participate in executive-level discussions, deal effectively with client vendors and other outside parties, etc.
  • Effective problem-solving skills.
