Description

The mission of the Senior Director, Community HealthChoices (CHC) Strategy & Analytics will provide leadership and supervision to a newly formed division overseeing organizational advancement efforts, including policy development, strategy, performance measurement, and analysis of the plan impact. Oversee the daily activities of the CHC Analytics and Strategy Teams. 


This position will work in coordination and collaboration with other program leads and departments including the CHC CFO, CHC Operations, and other Health Plan departments such as Medicare, Medicaid, Quality, and Health Economics. The Senior Director will be responsible for ensuring continued and growing recognition of UPMC CHC within state and federal forums representing the plan. The Sr. Director will report to the AVP, CHC.

Responsibilities:


Analytics  

  • Oversee the development of routine and custom reporting to support clinical, operations, and business requirements  
  • Develop and enforce performance measures through benchmarking of provider, service coordinator, and other partners to improve quality, advance value-based strategies, and achieve business objectives

General 

  • Demonstrate strong leadership and management competencies 
  • Hire, develop, and retain staff in a new department that embraces UPMC's core values 
  • Performs in accordance with system-wide competencies/behaviors. Performs other duties as assigned.
Policy & Development
  • Develop systems for tracking, interpreting, and responding to state and federal policy impacting the CHC line of business 
  • Monitor and research policy, innovation, and models in the long-term services and supports industry and development strategies to adopt and adapt to the changing environment in close collaboration with UPMC CHC program leads
  • Coordinate and lead state and federal communications 
  • Cultivate relationships with state, federal, industry, and association leaders to advance UPMC CHC program goals
Strategy 
  • Oversee the development of consistent messaging across the organization to promote UPMC CHC mission, vision and values 
  • Develop an annual strategic plan with input from leadership, patients, and other constituents which will provide a cohesive message across programs and best highlight the work of this statewide movement

Qualifications

  • Bachelor's degree required; 
  • Master's degree in Public Health, Public Administration or related field preferred 
  •  7+ years of senior level experience, demonstrating progressively increasing responsibility, with demonstrated success in all or most of the functional areas (i.e. external affairs, strategic development, communications, quality, and analytics) 
  • Ability to work independently without close oversight, while being a strong team player who will productively engage with others at varying levels of seniority within and outside UPMC CHC 
  • Proven success in developing mutually-beneficial relationships with internal and external partners 
  • Impeccable integrity, judgment, and discretion along with a professional demeanor and interpersonal style that elicits trust from leadership, funders, staff, and partners
  • Must be a proficient and diplomatic communicator 
  • A professional and resourceful style; the ability to manage multiple tasks and projects at the same time, managing a heavy workload 
  • Strategic thinker and planner; strong project management skills; highly organized and detail-oriented 
  • Exceptional writing, verbal communication and presentation skill sets 
  • Knowledge of health care, long-term services and supports, Medicare, and Medicaid 
  • Demonstrated ability to work with customer/client groups and/or experience in non-profit community based organizations 
  • A hands-on management style and the ability to address and solve problems or issues as they arise 
  • Demonstrated awareness of and value of cultural competence Proficient computer skills: MS Office applications (Word, Excel, PowerPoint, Access) and Outlook
