As an IDFS, UPMC Health Plan vigorously leverages the advantages that a combined payor-provider entity provides.


The Health Plan uses its internal expertise and collaborative partnerships to facilitate and develop payor-provider innovations, with a goal of improved patient/member outcomes and efficiencies to meet the clinical, operational and financial challenges of a changing healthcare landscape. Clinical product, content, design, and research teams provide specifications for UPMC Health Plan's clinical technology portfolio, ensuring the needs of clinicians are satisfied in a comprehensive fashion.


The Director, Clinical Product will execute on the organization's clinical strategy, as outlined by clinical leadership. This role will have a pivotal role in the end-to-end development and configuration of clinical technology and analytics that support population health management throughout the organization. The Director will leverage previous experience building and/or using clinical technology products to lead the transformation of UPMC Health Plan offerings from commoditized feature-based technologies to broadly valued, experience-based consumer product offerings.


Responsibilities: 


- Take on the role of clinical product owner for an entire portfolio of products, in all aspects of the development process including planning, review and retrospectives. Lead the development of the creation of user stories based on understanding of project and requirements. Proactively communicate and collaborate as part of a project team with external and internal stakeholders to analyze information needs and requirements .


- For all clinical software products, elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis. Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.

- Oversee the design and documentation of system functional requirements in formats to facilitate the development of deliverables such as Request for Proposals and/or Information, custom development efforts, project-based planning documents such as scope documents and client services communication.

- Emphasize principles of quality management to identify opportunities to streamline work processes and optimize outcomes; lead the stakeholder collaboration, system configuration and workflow changes necessary to achieve such outcomes.

- Promote and facilitate engagement amongst internal and external stakeholders (UPMC Health Plan and UPMC Health Services Division) built around product development best practice and customer centered design (creative thought, customer empathy, curiosity, rapid prototyping, and visual storytelling). Maintain and continually improve process for how staff collaborate with user experience and development teams across the development life cycle.

- Jointly develop and manage clinical product road maps; lead and communicate strategy development for the clinical product portfolio based on a combination of inputs including internal operational needs, as well as market competition and threats. Ensure that clinical technology products are flexible, supportive, purposeful, and incorporated into the broader engagement strategy across the organization.

- Evolve clinical technology platforms based on data-driven product design and refinement (clinical workflow, analytics, and interdisciplinary communication tools). Create a meaningful framework for measuring staff performance and productivity and value (ROI) and report KPIs to support team and provide insight to leadership.

- Make recommendations to senior management and other as a clinical product subject matter expert on healthcare technology industry trends and market developments, specifically focused on emerging solutions and competitive offerings for population health management.

- Successfully build, direct, mentor and maintain motivated, empowered and diverse teams of clinical product analysts, decision support specialists, content writers, and subject matter experts, providing routine guidance on clear priorities and objectives.

- Manage multiple responsibilities as assigned while ensuring priorities align with leadership guidance. and effectively prioritize based on changing business needs.

Qualifications

- Bachelor's degree in Information Technology or related business field (computer science, information systems, etc.) or in a health care field required; Master's degree in a healthcare discipline, business, product development, IT, informatics, epidemiology, or public health preferred. 

- 7 years' experience in healthcare systems development, informatics/clinical decision support, product development, or related discipline; licensure as an RN, LCSW/MSW, behavioral health specialist, or other clinical background preferred.

- Progressive management/leadership experience with demonstrated ability to build, organize, manage, and lead a team. 

- Experience in the healthcare industry strongly preferred (payor/insurance, provider, hospital, and/or population health management.

- Applies advanced knowledge in a primary discipline and working knowledge in multiple relevant disciplines to create solutions for highly complex business situations. 

- Experience collaborating on the design, build, implementation, and adoption of analytic tools to predict clinical/financial risk and recommend clinical interventions.

- Demonstrated experience managing requirements definition for technical products/projects. 

- Deep understanding of clinical technology platforms and technologies required; experience and exposure to EMRs and the interoperability challenges they create.

- Strong teamwork and communication skills, open to listening to new ideas and take thoughtful action to bring them to life.

- Strong deadline and detail-oriented nature, with the ability to thrive in a fast-paced environment.

- Mastery of core Microsoft applications (Word, Excel, PowerPoint, Visio) required 

- Strong knowledge of the payor industry and ability to articulate a strategic vision for population health management software applied in a payor and payor provider integrated system.

- Advanced knowledge of payor-provider risk sharing models preferred.

- Experience developing clinical products/software for commercial clients and working with software innovators.

- Working knowledge of healthcare regulatory, privacy, and security standards and how their evolution will impact product requirements.

- Working knowledge of healthcare informatics and standardized data sources/feeds (HL7, FHIR, CVX), billing/coding systems (ICD, CPT/HCPCS). 

- Love of both high-level strategy and hands-on implementation/execution work. 

- Love of data, and using data for definition, categorization, and description of those relationships that may exist amongst disparate concepts.

- Ability to quickly understand business needs as they relate to the transforming trends in the payor and/or provider industry as it pertains to population health.

- Proactive thinking to develop innovative new strategies and tactics in an emerging payor industry.
