Purpose:

We are looking for a Program Director for the center of children and family clinic at Western Psychiatric Hospital in their behavioral health outpatient services department. If you are a leader who is highly driven and has an inspirational personality we are looking for you to step up to the challenge. In addition to managing the child and family clinic in Oakland this program director will be responsible for increasing the outpatient service contracts in the South Hillls. A candidate with service development experience is a big plus for this opening. Also, this program director will oversee the star and cabs clinic in Oakland and have the direct oversight of the Hines outpatient service center in Wexford. We need someone who has leadership skills in a child behavioral health setting who is ready to lead the department from day one. To start, the primary location of this position is in the Bellfield Towers in Oakland. This leader will not be required to provide direct clinical care to patients.

The Program Director is responsible for overseeing and directing all services in the department. Responsibilities include planning, development and evaluation of a program or programs in the service line. The Program Director will work to provide clinical and administrative leadership for programs.


Responsibilities:
• Coordinates staff development within the program to meet program needs, including annual review of position specific competencies.
• Demonstrate the ability to effectively respond to emergent situations, including appropriate notifications.
• Attends and participates in all relevant WPIC/provider/ and stakeholder meetings or committees to ensure positive working relationships and increase knowledge of systems.
• Conducts individual evaluations of staff performance within the set time period.
• Develop, monitor and maintain program within the proposed budget, including monitoring and maintaining productivity standards.
• Oversees recruitment, retention and employee relations and/or corrective action in coordination with the Clinical Administrator and Human Resources.
• Assists in preparing for and maintaining compliance with regulatory requirements.
• Implements new developments or program expansion representing current behavioral health trends.
• Ensures all new staff are oriented and trained appropriately. Provides/coordinates effective training and individual supervision for all program staff.
• Coordinate, consult and collaborate with inpatient, ambulatory, and research programs.
• Assists Clinical Administrator in annual strategic goals which coincide with the mission of the service line.
• Maintains established Department procedures and objectives of quality assurance, safety, infection control and regulatory agencies.
• Develop, implement, and ensure compliance of all program and institute policies and procedures.
• Assess, evaluate, and identify program strength and opportunities for improvement through PDSA process.
• Serves as a resource/consultant for consumers, clinicians, nursing, and all staff
• Provide clinical consultative services within WPIC including regular support and liaison to other WPIC/UPMC programs. Provide presentations and training for other agencies and WPIC programs on request.
• Provide and coordinate staff development and in-services for the staff.
• Provide ongoing evaluation and assessment of staff performance to insure that staff members have appropriate skills and performance levels to provide treatment services.
• Provide clinical consultation and supervision to program staff.
• Provide direct clinical care to program patients, individual and family therapy, assessment and crisis intervention (as needed and appropriate).
• Implement quality initiatives including production of ppt describing programs' annual quality project.
• Develop, monitor, and maintain the budget for the Center for Children and Families, ADHD, and OCD programs. Responsible for the coordination of revenues/expenses, billing, and program sustainability.
• Develop and coordinate outcome studies and program statistics through database collection and procedures.
• Coordinates an administrative and clinical team within the program to maintain effective leadership, lines of supervision, and communication.
• Provides direct feedback to the medical director regarding the overall functioning of the program and work collaboratively with he/she to identify and meet the program goals.
• Directs and delegates responsibility for direction and organization of program staff educational meetings. Represents and delegates representation for the program at departmental meetings and hospital meetings.
• Provides direction of program leadership meetings and coordinates the implementation of administrative, clinical, training and educational decisions in the daily functioning of the program.
• Represents the program at leadership meetings. Chair, coordinate and actively participate in WPIC meetings as designated by the Chief of Child and Adolescent Psychiatry and the Clinical Administrator of Child and Adolescent Services. Represent the Cent
• Continuing education is required to meet professional standards of practice. Continuing education is received through participation in in-service programs, WPIC staff development programs, WPIC sponsored conferences, and attendance at approved post-grad
• Provide clinical leadership and direction in treatment team meetings for individual treatment needs.
 

Qualifications

• Masters Degree in a human services field.
• Certifications/professional licensure required by licensing agency (if applicable)
• Five years demonstrated competence in program administration required.
• Proven leadership skills required and an ability to work with consumers and their families and to work collaboratively with other staff members specifically demonstrating communication, coordination and organizational skills.
• Knowledge of community and outpatient programs to provide continuing behavioral treatment to the patient and family.
• Must be able to work independently, set priorities and meet deadlines.

Licensure, Certifications, and Clearances:

CCM training is required within 30 days of hire and annually thereafter
• Comprehensive Crisis Management (CCMC)
• Act 31 Child Abuse Reporting
• Act 33 with renewal
• Act 34 with renewal
• Act 73 FBI Clearance
