Description

The Director, Parking and Public Safety is responsible for a safe and secure environment for patients, families, visitors, and employees at all hospital properties.Maintains efficient and effective department operation while requiring compliance with all JCAHO, state, and federal and local regulatory laws, standards and protocols. Responsible for the operations of the parking and transportation functions, including valet service, shuttle service/contract, garage operations, cash collection, and parking machine operations.

Responsibilities:
  • Develop and continuously monitor the operating, revenue and capital budgets associated with the parking and security departments. Review and/or oversee capital projects related to parking lots, garages, and others as directed.
  • Coordinate all aspects of daily operations as it relates to contracted services (e.g. shuttle) and manage contract compliance.
  • Manage the fiscal operations of the parking and transportation department including billing, payroll processing, recordkeeping and expenses. Ensure, on a routine basis, the necessary financial and operational controls are in place relating to the collection of cash from the various parking facilities.
  • Ensure location meets the JCAHO, federal, state and local regulations and standards as related to security, including any appropriate meeting attendance.
  • Provide that incident reports are prepared and submitted in accordance with hospital policy and are accurate, legible and complete through follow-up investigation. Ensure that appropriate personnel are appraised. Review security summaries and incident reports, alert affected departments of any security breaches and initiate follow-up actions in cooperation with departments as necessary to curtail or prevent future activities.
  • Set up and maintain continual liaison with federal, state, and local law enforcement authorities to ensure that an appropriate law enforcement agency will respond when needed and that appropriate evidence for these agencies is properly handled, if appropriate.
  • Direct activities of both in-house and any contracted security staff in the implementation of security policies and procedures. Provide that officer patrols are conducted and that officers are highly visible throughout the hospital complex.
  • Thorough review of incident reports, recommend initiation of internal investigations. These recommendations will consist of a written analysis of the problem, complete with suspects developed and the proposed plan of action.
  • Other Responsibilities:1. Develop parking and transportation plans for various special events, meetings, board activities, individuals, etc.2. Participate in community involvement concerning parking and transportation issues.3. Coordinate with Human Resources in their administration of parking lease issuance to staff, physicians, and faculty including parking access and payment.4. Develop and maintain solid working relationships with parking and transportation personnel from area businesses, as well as city planners and other related officials.5. Coordinate and implement V.I.P. security needs of special concern patients and visitors.6. Coordinate repair work to garages and other facilities as needed. Develops signage, barriers, and other features necessary to coordinate with construction activities.
  • Responsible for the establishment and ongoing maintenance of Security Management Plans, programs, and security policies and procedures to include having completed an evaluation of the Security Management Program on an annual basis.
  • Establish and maintain a training program for officers to ensure they receive training with regard to hospital security, investigations, communication, safety and emergency procedures, and legal and protective measures.
  • Direct all activities relating to physical security systems including mechanical and electronic access control, closed circuit television and intrusion alarms. This includes direct supervision of locksmiths and security systems technical staff on all campuses.
  • Continually analyze existing Parking Operations and the changing needs of patients, visitors, and staff and develop/implement action plan(s) for identified deficiencies, problems, and/or service enhancements.
  • Assess risk factors and proactively work with leaders to identify opportunities to improve the existing security force and security measures to ensure proper protection of patients, employees and assets.
  • Perform management activities, including interviewing, hiring and training personnel; planning, assigning and directing work; appraising performance; rewarding and disciplining personnel; addressing complaints and resolving problems.
  • Develop, review and participate in security training for hospital staff, including new employee orientation, ongoing education in high-risk areas and annual update.

Qualifications

  • Minimum of Bachelors Degree in Business or administration of justice or related field with Masters degree preferred.
  • Three(3) to five(5) years of related management professional experience in health care or in related service-oriented industry.
  • Must possess strong interpersonal skills, both oral and written, as well as the ability to develop and implement departmental plans, procedures and budgets. Psychological fitness required to deal with stress and potentially dangerous conflict situations. 
  • Physical fitness requirements to deal with typical physical demands that require full body motion and physical strength and stamina sufficient to respond to crisis interventions and medical emergencies.  
  • Must have good hand/eye coordination and be able to pass an eye and hearing test with appropriate correction. 
  • Must be able to perform as a security officer when necessary.

Licensure, Certifications, and Clearances:
  • Act 235(F) - All state mandated paperwork submitted within 6 months of hire or placement and process completed within 9 months of hire or placement.
  • Act 34 Criminal Clearance
  • Act 501 - Certification required within 90 days of hire or placement
  • Cardio Pulmonary Resuscitation – certification required within 30 days of hire 
  • Valid Driver's License 
  • UPMC Physical Fitness Standard
