UPMC Health Plan has an exciting opportunity for a QA Manager in its Marketing Communications department on the Proposal Management team, located in downtown Pittsburgh at the U.S. Steel Tower.


The Writer/Proposal Quality Assurance Manager is responsible for supporting the Proposal Manager Team Leads regarding all activities related to RFP/RFI development. This role supports all lines of business, including the Health Plan, WorkPartners and eBenefits. The Writer/Proposal Quality Assurance Manager functions in a writing capacity by developing live RFP content (up to 40%-50% of workload). This may include the development of customized content for cover letters, executive summaries, and questionnaires under tight deadlines.

 

The Writer/Proposal Quality Assurance Manager also serves as a reviewer of all new business/client proposals developed by Proposal Management team and acts as the gatekeeper of all quality assurance (up to 30% of workload). The Writer/Proposal Quality Assurance Manager supports the Content Management team by developing static content for the Qvidian repository, attending in-person Subject Matter Experts (SMEs) interviews, and assisting the Content Manager in developing content related to strategic initiatives/value proposition, as needed.

 

The Writer/Proposal Quality Assurance Manager serves as a resource and back-up to the Proposal Manager Team Leads. Responsibilities include managing the overall RFP process flow, developing proposal schedules and timelines, coordinating with key personnel, maintaining draft version control, reporting upon proposal status, ensuring compliance with RFP requirements and managing the proposal through to completion.

 

This individual must be able to function in a dual-role capacity by supporting the development of both the Proposal Management team (live content) and the Content Management team (static content). The ability to multi-task effectively and move fluidly between responsibilities is critical to performing successfully in this role. Extreme attention to detail regarding Quality Assurance of RFP content is required.


The Writer/Proposal Quality Assurance Manager must be able to develop and maintain effective partnerships throughout the organization and work well in a team-oriented environment. The ability to work well under pressure and simultaneously manage multiple timelines is essential to this role.

Responsibilities:

  • Serves as a back-up Proposal Manager and manage RFPs/RFIs as assigned by the Manager and/or Director of Proposal Development: Develop the Proposal Management Plan (PMP), inclusive of the proposal checklist, win themes and proposal timeline. Verify compliance with the bid request by comparing requirements against the proposal checklist to prepare a compliant and responsive proposal. Participate in the development and review of proposal strategies and win themes.
  • Serves as the primary quality assurance reviewer of all new business/client proposals within Proposal Development team (up to 30% of workload).
  • Conduct quality assurance/writing process-oriented work group sessions for members of the Proposal Development team on a bi-annual/annual basis.
  • Serve as consultant and business resource to the Manager of Proposal Development and Director of Proposal Development and complete other reasonable duties as instructed by the Manager of Proposal Development and Director of Proposal Development.
  • Manage the Associate Proposal Manager, in absence of Proposal Manager or as directed by Director of Proposal Development, and facilitate his/her ongoing professional development (Hold individual 1:1 meetings with direct report on a weekly basis, serve as a mentor, coach and departmental resource to direct report and other junior members within the department. Complete performance evaluation of direct reports on an annual basis.
  • Develops new persuasive/creative content for all new business/client proposals across all lines of business (up to 40%-50% of workload). Direct writing, editing, and rewriting efforts to achieve a persuasive, customer-focused, clear, value-driven and concise proposal, including conducting and obtaining proposal reviews. Interviews Subject Matter Experts to develop value propositions and responses to technical questions for live RFPs.
  • Drive ad hoc projects related to the department's process improvements and conduct critical analysis with respect to quality assurance and proposal development processes and procedures.

 

Qualifications

  • Bachelor's Degree in Professional Writing, Business Management, Marketing, Communications, or related field.
  • Minimum of 5 years technical writing experience, proposal development and/or quality assurance/control, including but not limited to: analysis of RFPs/RFIs, developing proposal timelines/schedules, developing new content, leading kick-off meetings, coordinating with SMEs and reviewing proposals.
  • The Writer/Proposal Quality Assurance Manager should have experience responding to scopes of work, bid requirements, and RFPs/RFIs/other questionnaires.
  • Must hold a current PA health insurance sales license or become licensed within 18 months of hire.
  • Experience with Microsoft Office applications.
  • Proficiency in Qvidian, SmartDocs, or other RFP repository is preferred.
  • Background in Insurance or other Professional Services industry is preferred.
  • Technical Skills: strong writing and organizational skills, able to handle quick turnarounds and tight timelines, ability to work well in a team-oriented environment and ability to simultaneously coordinate multiple projects.
