Under the general direction of the UPMC Vice President of Parking Services, oversees the daily business and service activities of the UPMC Parking Service Line. Responsible for developing and implementing operational plans and ensuring procedures and policies are carried out properly. Regularly evaluates organizational efficiency and makes necessary changes to maximize staff, fiscal and operational productivity. Acts as 2nd in Command in the absence of the Vice President of UPMC Parking Service Line

  • Supervise various managers within the Parking Service Line while reporting to Vice President of Parking
  • Defining, implementing and revising Parking Services operational policies and procedures and oversees their implementation
  • Provide administrative oversight to Parking Service Line for the budget planning, expenditures, cost analysis, financial projections and parking rate increase proposals to insure conformance with the UPMC's fiscal and long-range plans. Achieves budgeted goals for annual man-hours, expenses, revenue and capital budget for responsible cost centers.
  • Initiates policies and procedures that promote exemplary customer service while incorporating sound internal controls
  • Develops strategies to modify parking programs to meet changing UPMC requirements
  • Collects and analyzes relevant data on parking lease distribution, garage/lot occupancy, revenue and other operational matters as appropriate
  • Act as liaison to all departments in matters relating to Parking Services to facilitate the growth of the Parking Service Line within the UPMC System.
  • Demonstrates initiative to address complex, high-risk problems and translates them into opportunities and challenges.
  • Develops and maintains productive working relationships internally and externally by building teams and relationships through mentoring and modeling uplifting and positive communication. Integrates all team members into the team's work.
  • Investigates and implements creative methods for improving service, quality, satisfaction, productivity and reducing costs.
  • Routinely evaluate in conjunction with each parking manager, current and future activities for parking revenue control, operational improvement and budgeting. Seek out opportunity to adopt best practice, eliminate duplication and maximize efficiency.
  • Select, evaluate, and develop immediate subordinates so that through their individual and departmental accomplishments the UPMC goals are attained.
  • Investigate and respond to complaints as necessary and take appropriate action to correct problems.
  • Continually analyze existing Parking Operations and the evolving parking needs of patients, visitors, and staff and develop/implement action plan(s) for identified deficiencies, problems, and/or service enhancements.
  • Perform management activities, including interviewing, hiring and training personnel; planning, assigning and directing work; appraising performance; rewarding and disciplining personnel; addressing complaints and resolving problems.
  • Develop and implement plans and procedures to meet the daily parking needs of a diverse and complex academic medical center.
  • Direct subordinates in the implementation of departmental plans and accomplishment of their performance objectives to increase efficiency and effectiveness.
  • Effectively communicate administrative directives to personnel and encourages interactive departmental meetings and discussions.
  • Ensure compliance with policies and procedures regarding department operations, fire, safety, emergency management, security and infection control.
  • Maintain regulatory requirements including city, state, federal and JCAHO regulations.
  • Maintains a professional and courteous manner with all patients and visitors at all times. Works effectively with other departments to ensure that patients' and visitors' expectations are met. Responds to all complaints from patients and visitors in a timely manner.
  • May be called upon to direct entire parking operations in absence of the Vice President of Parking Services.
  • Organizes parking and/or transportation required for special events.
  • Represent the organization in a positive and professional manner.
  • Respond timely to patrons concerns regarding parking and transportation related issues.
  • Responsible for keeping the Vice President of Parking Services updated on operational issues/concerns related to parking operations


  • Bachelor's Degree in Business or related field is required with Master's degree preferred. 
  • 3 to 5 years of professional experience in a service-oriented industry are necessary. 
  • Background should include two to four years of management experience, preferably in a health care setting. 
  • Must possess adequate computer, financial and interpersonal skills.
  • Possess the ability to develop and implement departmental plans and procedures.
  • Excellent leadership and organizational skills
  • Excellent Analytical skills
  • Demonstrated ability to manage budgets
  • Parking experience, preferred
Licensure, Certifications, and Clearances:
  • Driver's License
