UPMC Health Plan is hiring a full-time Program Manager HP-OPD to support the Project Management Office


In this role, you will be responsible for leading, planning, development, and implementation of high priority programs for various business units and executives. The Program Manager will provide clear direction, leadership, and accountability for Sr. Project managers and Project Managers. In addition, you will identify and proactively manage changes in scope, budget and schedule to ensure that shareholders achieve the program's value and ROI. The Program Manager will define the program metrics in collaboration with business partners, in addition to managing synergies across multiple business initiatives and projects, and programs for optimum value.


Responsibilities:
  • Assure quality of information through business case and process/application level testing; validate test results per the business needs.
  • Partner with other managers to achieve efficiencies across the integration of multiple projects and operational processes. Reduce variation across projects and programs while continuously improving to maximize project and program performance.
  • Proactively identify trends and process improvement opportunities across departments within projects and operations.
  • Develop and maintain detailed program plans to ensure business readiness; this includes utilizing standard project documentation and methodology and program tracking and reporting procedure.
  • Apply best practices in program management, Agile, Lean, Six Sigma, and other applicable methodologies to maximize ROI.
  • Provide concise and timely status reporting as required.
  • Lead team members in resolving project problems; escalate issues when necessary, and facilitate decision-making.
  • Apply cross-functional, change management and implementation strategies; ensure that all of the participating parties have committed to effective implementation of the processes and procedures; providing synergies and value beyond what can be provided in a single functional areas or individual projects.
  • Develop and refine project management processes. Partner with stakeholders to define project scope, goals, deliverables and timelines.
  • Work with business owners to understand their strategies and goals and form programs and projects leading to these goals.Clearly define the program goals quantitatively and qualitatively and measure progress to achieve these goals.Validate performance to the goals after projects and programs are completed.Lead program teams to create enhanced business value and positive ROI.
  • Assist with achieving Operations division strategic goals as well as system strategic goals.
  • Provide clear direction, mentoring, and leadership, for Sr. Project managers and Project Managers.


Qualifications

  • Bachelor's Degree required. Major in engineering, business, mathematics, statistics, health care, management, or related field. Master's degree preferred. (extensive related - 4+yrs - experience will be considered).
  • Seven years of operations experience (Six of which in a Project Management capacity) is required.
  • PMI's PMP Certification or successful completion in the uLearn Project Management Training series required.
  • Two years of leadership experience preferred.
  • Strong management, problem solving, organizational, and communication skills (oral and written) are required.
  • Excellent Project and Program Management skills.Ability to effectively manage program business value, scope, time, cost, quality, people, communication, risk, procurement & vendors, and stakeholders.
  • Excellent computer skills required, including Access, Excel, Word, Microsoft Project, and other pertinent software applications.
  • Experience in health care insurance or health care industry preferred.
  • Ability to manage synergies across multiple business initiatives and projects for optimum value.
  • Ability to lead, mentor and train project managers.
  • Green belt in Lean Six Sigma program preferred

Licensure, Certifications, and Clearances:
PMI's PMP Certification required 
Lean Six Sigma Certification required within one year from date of hire or starting this position.
