Director, Pharmacy 340B Program

To add to this excellence, UPMC Health Central Pharmacy is seeking a strong leader to oversee the 340B pharmacy program. 

The 340B Program Director has oversight of the entire UPMC System 340B program. This includes setting policy, program evaluation and strategic direction for both the acute care hospitals and the contract pharmacy programs across UPMC.

  • Presents audit findings to 340B Directors and committees. Develop a consistent enterprise logic to record savings and expense of the 340B program. Serves as the subject matter expert for the AHA Good Stewardship Principles which communicates and documents: the overall value of the 340B program, transparency of the savings, & compliance of the program.
  • Identifies threats to the 340B program and works with internal stakeholders to minimize impact. Escalates compliance concerns for resolution and determination of disclosure to create 340B program transparency. Develop a regular compliance audit program for both acute care/mixed use facilities.
  • Prepares and presents program status as a leader of the 340B Steering and 340B Oversight Committees. Serves as a liaison with all levels of the organization and outside community including advocacy organizations (340B Health), state agencies, federal agencies (HRSA) and third-party payors.
  • Oversight of all system 340B policies. Ensures facility compliance to policies. Works with key finance leaders on registration activity
  • Directs the design, development, expansion, implementation,compliance and maintenance of 340B programs across the UPMC enterprise, this includes: 
    • Acute care / mixed use facilities
    •  Cancer Centers
    •  Ryan White Clinic Contract pharmacy network
    • Other ambulatory settings
  • Provides recommendations to increase 340B Compliance and Cost Optimization. 
  • Serves has subject matter expert in regard to all vendor contracts related to the 340B program including: 340B split billing software, contract pharmacy third party administrator, & external third-party compliance auditors.
  • Manages multiple priorities and projects with competing deadlines. Allocates time to meet completion requirements. Serves as a coach and mentor for other positions in the department. 
  • Reviews and monitors adherence to Human Resources policies and corporate compliance procedures
  • Performs in accordance with system-wide competencies/behaviors. Performs other duties as assigned.


  • Minimum Education: 
    • Bachelor's degree in Pharmacy required. 
    • Doctor of Pharmacy is preferred. 
    • Master's degree in Business/Management or Hospital Pharmacy Administration or related field is also preferred.
  • Minimum Work Experience: 
    • Minimum of 7-10 years of related 340B pharmacy experience preferably at a large academic medical center.
    • With 3 years management experience (operations, budget, staff oversight) 
    • Experience with purchase, procurement, and contract negotiations (preferred) 
  • Experience with pharmacy billing and pharmacy systems. 
  • Comprehensive knowledge of pharmacy practices and knowledge of 340B program.
  • Solid understanding of auditing standards, techniques, and procedures.
  • Solid understanding of financial concepts.
  • Knowledge of the issues, trends, and challenges presented by participation in the 340B program.
  • Knowledge of 340B program regulatory and compliance requirements.
  • Active involvement with national 340B organizations a plus. 
  • Required Licenses/Certifications: Excellent written, oral, interpersonal communication and persuasion skills. 
  • Ability to effectively explore alternatives to reach outcomes that gain the support and acceptance of all parties.
