Director, Telehealth Strategy and Solution

Description

Purpose:
 

Telehealth is rapidly changing the way care is delivered and the consumer’s experience of getting and staying healthy.  As Director of Telehealth Policy & Strategy, you will be working on the cutting edge of this space and playing a leadership role within a leading integrated delivery & financing system uniquely positioned to move quickly and creatively in the telehealth space. 

 

Under the direction of the Associate Vice President, Telehealth Strategy & Solutions, the Director of Telehealth Policy & Strategy is responsible for developing, implementing and supporting UPMC Health Plan’s telehealth medical policy, telehealth coverage and product design, and our network engagement strategy.  This position will research and collaborate with clinical and network leaders to identify innovative new ways for telehealth to add value to our members, customers and provider partners.  You will design new telehealth programs and products, telehealth coverage and reimbursement strategies to meet business priorities.  You will oversee and manage the existing telehealth policies and the utilization, quality, outcomes and financial impacts of telehealth. 


You’ll be part of the Telehealth Solutions & Strategy team at UPMC Health Plan, working to develop innovative new telehealth products and access solutions to make getting and staying healthy more convenience, lower cost, and more member-centric.  You’ll work alongside colleagues in product development, digital health, and business transformation, and you’ll collaborate with business & clinical partners across the UPMC system and beyond. 



Responsibilities:

  • Work consultatively with senior executives, business and clinical leadership across the organization to understand the strategic goals and priorities of UPMC and develop the aligned telehealth policy and reimbursement strategy to support those goals.  Collaborate with leadership across lines of business to develop telehealth access strategies for specific populations such as Medicaid, Medicare, and Behavioral Health.  Think across dimensions of product, network, marketing, population health and quality improvement, partnering with leaders in these areas on ways telehealth can support their respective goals.  Build consensus with cross functional teams to embrace new and innovative methods to deliver health services.
  • Develop strategic plan presentations and documents.  Research and analyze potential strategic opportunities, clinical use cases, and partnerships, developing business cases and executive communications to help senior leadership make decisions & prioritize across opportunities. 
  • Develop the delivery plans for our strategic initiatives, then oversee that delivery.  In some cases there will be project teams to support the work, and in other cases you may be managing the day to day work.  Hold teams accountable to milestones, ensuring high quality work is submitted by established deadlines.
  • Lead communications to internal stakeholders on key topics including: work underway, success stories, learnings and future roadmap.  Ensure accurate reporting of project progress is established.  Establish KPIs that tie to value and business objectives in program development, members served, profitability, expenses, and/or customer satisfaction.
  • Be a subject matter expert – or rapidly scale up to become a subject matter expert - for the UPMC system on telehealth policy, reimbursement, network strategy, product design, value and outcomes. Evangelize telehealth to internal and external stakeholders to get people excited and seeing the value and potential of the telehealth.  
  • Understand the industry & competitive marketplace around telehealth delivery & access.  Identify and assess new emerging trends and innovations in the space. Lead external conversations to drive an outside-in perspective to drive ideas.   Execute and oversee new partnerships, including legal, privacy and security with third parties.

  • 10 years or more of work experience, at least 5 years in payor/provider preferred. 
  • Demonstrated success leading complex strategic initiatives involving multiple matrixed or cross-functional teams, providing direction to teams, managing to a fast pace, overcoming roadblocks and securing resources where needed. 
  • Strong communicator, both verbal and written, with executive presence, the ability to build strong relationships with peers, and the ability to influence at all levels of an organization.
  • Demonstrated organized, detail-oriented, and structured thinking and execution, with the ability to manage multiple projects and teams simultaneously and adjust priorities as needed in order to meet deadlines, demonstrating a high level of independent judgment and pro-activity.

Qualifications

  • Master's degree in business, healthcare, information systems or related area is preferred, with a minimum of 6 years of related experience is required.
  • Experience leading business development initiatives at the director level is preferred.
  • Prior experience with operations, budgets, planning and implementation strategy development is required.
  • Must have excellent written and oral communication skills and be able to effectively interact with all levels of staff.
