QI Database Analyst

Description

UPMC Health Plan has an exciting opportunity for a QI Database Analyst in its HEDIS (Healthcare Effectiveness Data and Information Set) Improvement department, located in downtown Pittsburgh at the U.S. Steel Tower.
 
The QI Database Analyst will provide insights into HEDIS data and analytics to various areas of UPMC Health Plan. The QI Database Analyst serves as a technical resource and subject matter expert in the HEDIS measure data as well as providing ability to gather information and answer questions for other areas. This position works as part of a highly cohesive team to deliver top notch analytics and data to the organization. 
 
The QI Database Analyst will be responsible for managing a workload to meet deadlines and expectations of working with the rest of the team on development, as well as QC activities. Additionally this person will serve as a process expert and provide training and support to other staff as needed. He/she will need to use knowledge and expert understanding of analytics, clinical data and other information generated by numerous sources to identify opportunities to improve clinical and HEDIS Rates performance.
 
The QI Database Analyst will use knowledge and advanced to expert understanding of health care data, systems, business intelligence, statistical software applications, and overall data management to create and maintain effective and actionable dashboards and identify opportunities to improve quality measures. They will take a lead role in the creation, enhancement, documentation, validation, and dissemination of quality improvement analytics for internal analysis and regulatory reporting purposes, and act as a lead on Power BI development, maintenance, and documentation for various projects.

Additionally, this person will serve as a Quality and HEDIS data SME and provide training and support to other analysis staff as needed. These functions must be done while also weighing the practical considerations and potential barriers that must be addressed to work in a timely fashion.

    

Responsibilities:
  • Maintain monthly and annual dashboard production activities, including updating data layers and presentation layers.
  • Maintain high levels of integrity of quality improvement data and understand underlying information presented utilizing best practices.
  • Develop and maintain a working relationship with internal health plan departments.
  • A strong theoretical understanding and practical experience of statistics, probability, and algorithms that enable you to quickly come up with solutions that combine multiple information streams.
  • Some programming in Python, R is preferred.
  • Strong SQL and BI Tool expertise such as Power BI, Tableau, or Qlik or other comparable tools.
  • HEDIS measurement and other Health Payer experience a plus.
  • Experience with database management systems, data platforms.
  • Experience working with remote and global teams.
  • Ability to stay abreast of current and emerging technologies in support of new concept development.
  • Ability to work collaboratively with development/implementation staff through the design and build of new business processes and systems.
  • Result-driven, positive “can-do” attitude.
  • Track and monitor the progress of key projects/programs and their associated milestones and recommend adjustments as necessary.
  • Become a proactive trusted advisor to Business - develop relationships with key Business and IT matrix partners.

Qualifications

  • Advanced degree in Data Management, Information Systems, Health Care Management, Mathematics, Engineering, Economics, or related field.
  • Seven (7) years of job experience with at least 3 years of health care insurance or health care industry experience; extensive related experience will be considered.
  • Superior computer skills are a given, with expert knowledge in database engineering and Oracle PL/SQL as well as a working knowledge of analytic software packages such as SAS, SPSS, etc.
  • Ability to create and transform quality data into analysis required.
  • Ability to validate databases and create solid documentation required.
  • Ability to develop single and multi-data sources to serve as the foundation of complicated analysis required.
  • Ability to re-engineer processes to positively impact productivity in terms of timeliness and accuracy required.
  • Experience with reporting tools, particularly Microsoft SSRS preferred.
  • High degree of professionalism enthusiasm, autonomy and initiative on a daily basis.
  • Ability to work in a fast-paced environment a must.
  • Ability to manage multiple tasks and projects, and forge strong interpersonal relationships within the department with other departments, and with external audiences.
  • Attention to detail is critical to the success of this position, with demonstrated competency in customer orientation and the ability to deal with ambiguity.
  • Excellent project management, planning, communication, documentation, organizational, analytical, and problem solving abilities required.
  • Ability to monitor project progress and communicate interim and final results to management required.
  • Ability to quality review analytic results necessary.
  • Ability to communicate clearly and effectively both orally and in writing required.
  • Knowledge and expert understanding of all products and benefit designs of UPMC Health Plan insurance offerings, across all lines of business needed.
  • Well-informed conversant with general business, economic, and clinical matters necessary.
