Description

UPMC Health Plan has an exciting opportunity for a Program Director in its Quality Improvement department, located in downtown Pittsburgh at the U.S. Steel Tower.


This position will be instrumental in leading and supporting quality clinical multi-disciplinary teams as assigned in the development, implementation and evaluation of quality performance improvement initiatives.  The goal of the day to day work is achieving improved quality outcomes for UPMC Health Plan members. The quality initiatives include working closely with our UPMC Integrated Delivery System Primary Care and Specialist providers in addition to our Health Plan non UPMC providers and staff.


This position will be responsible for managing a small team of dedicated quality staff and work collaboratively in a matrixed environment. The individual must have strong interpersonal skills, be organized, comfortable presenting data and information, and be self-directed. This position will report directly to the Sr. Quality Improvement Director of Provider Performance.


Responsibilities:

  • Initiate and set goals and new initiatives according to the strategic objectives of the organization and department ensuring all deadlines and milestones are met.
  • Work cooperatively and effectively with others to set goals, resolve problems, and make decisions enhancing organizational effectiveness.
  • Devise evaluation strategies to monitor performance and determine the need for improvements.
  • Review reports prepared by staff to determine progress and issues while keeping senior leadership informed with detailed and accurate reports or presentations.
  • Responsible for hiring, orientation and ongoing management of all assigned staff, including but not limited to; conducting regular performance appraisals, providing constructive feedback, direction to improvement, provide positive leadership to all staff, encouraging a team approach, professional attitude modeling best practices.
  • Work in tandem with other members of the health plan in order to advance mission of the health plan and the UPMC at large (medical management, quality, network, health promotion, pharmacy, etc.).
  • Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization.
  • Research quality metrics and standards created by federal and regional regulatory bodies and national quality improvement organizations as needed for application to specific quality initiatives assigned.
  • Assume a leadership role in the core quality design team meetings and other key committees/workgroups. Assume delegated leadership role/related duties as needed to support redesign efforts.
  • Create a supportive environment in the department where redesign work is occurring that is sensitive to the issues and needs of that area.
  • Communicate quality design efforts and accomplishments via formal presentations
  • Maintain accountability for ongoing self-development activities especially related to presentation facilitation, change management and application of quality improvement activities.
  • Role models appropriate and effective methods for data analysis, problem solving, communication negotiation and persuasion skills.
  • Consult with essential stakeholders such as administrative and medical staff leaders, department heads, and critical committees/workgroups as appropriate to finalize and advance the project goals.
  • Establish and maintain positive working relationships with staff, medical staff leaders and other support areas.
  • Elicit input and advisement in areas where quality design project work is occurring.
  • Ensure application of a tracking method to monitor progress towards goals and identifies the need for redesign of practice improvements targeted by the quality design initiative.
  • Collect and present accurate, timely data to display the results of process improvement efforts.
  • Identify strategies to achieve goals. Coach and advise team members to fulfill their role in a project team.

 

Qualifications

  • Bachelors Degree required, concentration in clinical field preferred.
  • Masters Degree required.
  • Minimum of 10 years work experience required with at least 3 in a managed care environment preferred.
  • Minimum of 3 years experience with data analysis.
  • Minimum of 3 years of project management.
  • Excellent organization, communication and interpersonal skills.
  • Excellent oral and written skills.
  • Ability to evaluate data and develop and implement interventions based upon data.
  • Ability to use current technology.
