UPMC Health Plan's Medicare/SNP STARS department is seeking a Strategy Analyst!

This role is responsible for comprehensive analysis of data and information for quality improvement related work. To successfully perform the role, the Strategy Analyst must understand report design and statistical analysis as well as the causes of trends and anomalies in data. The incumbent must also have the ability to translate program goals and objectives into testable hypotheses. The incumbent must use their knowledge and understanding of information available through numerous data sources to identify opportunities to improve reporting and quality performance across a variety of metrics. Furthermore, the position requires the ability to articulate these opportunities to internal and external audiences in both oral and written format, implement the solutions, and track and monitor progress. These functions must be done while also weighing the practical considerations and potential barriers that must be overcome to successfully implement new programs and processes.


Responsibilities:
• Use analyses to describe quality performance and identify quality performance opportunities across a variety of metrics.
• Use analyses to evaluate the relative effectiveness of programs in improving quality performance.
• Monitor program results against appropriate benchmarks.
• Design analysis and reports, including business intelligence tools (Power BI), to develop reporting and analytics that support program operations and monitoring.
• Synthesize findings and implications of analysis to inform strategy development and business decisions.
• Work with data team to generate and organize constructs necessary for data analysis.
• Ability to interpret and summarize results of various analyses in a timely and meaningful way. Ability to effectively approach problem solving.
• Ability to communicate clearly and effectively both orally and in writing.
• Support a portfolio of multiple active projects simultaneously (typically three to five).
• Meet deadlines and turnaround times set by the department director (these deadlines and turnaround times will, on occasion, require the employee to work until the project is completed, meaning extended daily work hours, extended work weeks, or both).

Qualifications

  • Bachelor's level degree with 3 years of relevant experience or Master's level degree with 1 year of relevant experience required. 
  • Relevant experience in the following areas is required: (1) market research (2) experience using quantitative, business intelligence and/or relational database. (3) manipulation of data
  • Preference is given to analytically oriented programs such as economics, statistics, information sciences, or mathematics. 
  • Experience with Excel and Visual Basic is required; 
  • experience with Access and SQL is preferred; 
  • experience with Cognos and econometric analysis experience is preferred. . Due to fluid nature and visibility of the department's work, flexible work hours are required and often exceed 50 hours per week.
