Description

UPMC Health Plan is hiring a full-time Organization Performance Consultant to help support the Medical Management Administration Department for its downtown Pittsburgh location at the US Steel Tower. This is a Monday through Friday daylight position.

 

This role will execute the work of a small, collaborative team supporting the Chief Medical Officer. The ideal candidate can be flexible and detail-oriented in a fast-paced environment.  Executive-level writing skills and Microsoft PowerPoint and Excell skills are key for the role.

The Org Performance Consultant will facilitate, support, and add value to the translation of Health Plan business goals into clear, measurable outcomes that define success within a given area as well as into precisely defined in-process measures of quality, cost, speed, customer service, and other factors. This role will be involved in the development and ongoing support of an in-depth, predictive performance management system whereby the efficiency and effectiveness of key business and clinical processes can be assessed, communicated, managed, and improved. This work will be performed in compliance with state and federal regulations, NCQA standards, and the mission, policies and procedures of the Health Plan, Insurance Services Division, and Division of Performance Excellence. Demonstrate professionalism and commitment to meet UPMC Health Plan and Insurance Services Division goals, and objectives.

Responsibilities:

 

  • Assign work to departmental staff. Monitor work progress and review key deliverables of departmental staff. Mentor and serve as a professional resource to departmental staff to aid them in their work. Contribute to the evaluation process for departmental staff (the department director will administer performance reviews and personnel file maintenance).
  • Participate in the development of new tools and resources. Maintain accountability for ongoing self development/ knowledge acquisition activities. Actively share knowledge with team members and employees across the organization.
  • Provide thought leadership for new and emerging best practice models for performance planning and management; stay abreast and inform others of new and emerging topics/trends, best practices, technologies, and capabilities. Maintain and adhere to a professional development plan including appropriate certifications, etc. Provide industry knowledge to projects and overall work.
  • Gather, analyze, and interpret data and incorporate appropriately into work effort. Understand, analyze, and structure undefined, complex, and politically sensitive work. Ensure that the most appropriate and efficient tools and techniques are selected and applied in the context of performance planning and management.
  • Provide instruction and guidance to lower level professionals; coach and advises team members collaboratively with their supervisors as needed to fulfill their roles in a collaborative effort. Help to mentor and develop staff. Develop solutions to the problems posed by the effort, using approaches such as benchmarking, data analysis, organizational analysis, process mapping and redesign, requirements identification, and other tools and techniques.
  • Identify and track issues, resolving issues where possible and escalating when necessary. Develop and utilize mechanisms to track best practices/ lessons learned in order to leverage into future performance planning and management initiatives. Prepare and present status reports to appropriate stakeholders.
  • Balance a shifting workload and effectively deal with ambiguous circumstances while ensuring the timely completion of work. Facilitate and support clinical and/or business process performance planning and management sessions with appropriate management and staff. Design, prepare, and lead/facilitate productive meetings with effective content presentations, facilitation tools, and discussion materials.
  • Develop and directly oversee the timely creation of reports, presentations, and related materials. Understand and incorporate the quality, cost and service goals of the organization. Collect and present accurate, timely data to display the results of performance planning and management efforts.
  • Design and manage benchmarking efforts with respect to health insurance industry processes. Meet with internal clients (departmental heads/other business owners) to understand and assess business/operational needs as well as technical and other requirements; anticipate key business issues. Make formal presentations to various audiences.
  • Work as part of a team, leader of a team, or individually with responsibility for performance planning and management related efforts. Provide analytical support for the establishment of performance and process metrics, including baseline measures and targets as well as scorecards and dashboards. Work collaboratively with health plan departments to implement reporting and business intelligence capabilities integral to the performance management process within clinical and/or business departments.

Qualifications

  • B.S. degree. Clinical degree and/or relevant analytical degree preferred.
  • Master's or Ph.D. degree preferred.
  • 5 years of experience in healthcare industry performance management or benchmarking or clinical process/operations performance management and analysis.
  • Health insurance industry experience preferred.
  • In depth experience in business and/or clinical process improvement, benchmarking or quality programs.
  • Ability to understand and evaluate clinical/business process trends and variation.
  • Ability to analyze financial & operational results and to comprehend forecasting models required.
  • Superior computer skills are a given, with expert knowledge in Access, Excel, and other financial & statistical software packages; Powerpoint and Visio skills preferred.
  • Ability to manage multiple tasks and projects, and forge strong interpersonal relationships within the department, with other departments, and with external audiences.
  • Attention to detail is critical to the success of this position, with demonstrated competency in customer orientation and the ability to deal with ambiguity.
  • Excellent planning, communication, documentation, organizational, analytical, and problem solving abilities.
  • High degree of professionalism, enthusiasm and initiative on a daily basis.
  • Ability to work in a fast-paced environment required.
  • Well-informed and conversant with general business and operational matters.
