Description

The Director Operations, HIM is responsible for strategic decision-making, policy development, and policy implementation for the business unit. Accountable for the operation's performance (service, quality, and financial) of the business unit. Ensure compliance with all state, federal and regulatory agencies. Serve as the coordinator in utilization and report generation from the EPIC system. Create and manage the operating and capital budgets.

Responsibilities:

  • Create a culture of service excellence focused on defining, understanding and consistently satisfying the requirements of both internal and external customers.
  • Serve on all committees as assigned. Provide leadership, oversight and direction for assigned special project activities.
  • Implement, monitor and evaluate all quality initiatives to ensure positive patient outcomes in areas of responsibility.
  • Facilitate processes to improve customer satisfaction.  In the absence of the privacy officer, investigate HIPAA and red flag complaints, complete reports and letters as required and provide feedback as appropriate, 
  • Assist managers and division chiefs to develop and implement action plans to improve service levels and exceed customer expectations in areas of responsibility.
  • Assist the Senior Director by maintaining financial records/reports used to monitor and analyze performance against goals.
  • Manage the human resources functions for the BU including recruitment, performance evaluations, and corrective action regarding staff within the department. Mentor office managers and staff in areas of responsibility.
  • Create and implement business and program development plans that support and advance the BU and hospital strategic initiatives. Assist Senior Director with establishing and achieving programmatic goals. Work with Facilities and Materials Management and appropriate vendors to ensure that practices are provided with cost-effective and high quality products and supplies in areas of responsibility. May act as liaison to outside vendors.
  • Ensure BU is in compliance with UPMC policies and procedures and with the requirements of any applicable regulatory agencies or accrediting bodies (i.e. JCAHO, PA Department of Health, Medicaid).
  • Work closely with Clinical, Administration and Information Services staff in identifying opportunities for improving cost and quality of care through in-depth process and cost of care analysis, forming recommendations to drive significant operational changes.
  • Coordinate all EPIC activity including training for staff, as required. Create necessary reports in EPIC, specifically those to evaluate physician productivity. Conduct quarterly physician productivity meetings as needed in areas of responsibility.
  • Assist in establishing and implementing policy related to BU including, but not limited to, professional licensure, registration and/or certification; risk management; clinical operations and clinical compliance; and staff and patient safety. Assist in meeting in educational requirement of staff.
  • Assists Senior Director of HIM with establishing, implementing and maintaining CMI, UPP and PS (Physician Services) Medical Records policies, procedures and guidelines and ensuring compliance at each individual practice.
  • Provides support to Senior Director of HIM for all internal activities regarding health data retention/retrieval, health statistics, legal requirement applications, classification and indexing, quality assurance and health information systems.
  • Assists with preparing the PS practices for implementation of the electronic health record. This consists of auditing current documentation styles, and ensuring that standardized processes and forms are utilized as required. , Evaluate each practices current needs and provide recommendations and action plans for correction as needed in preparation for the abstracting that will be done.
  • Assists with practice transitions and physical moves, including but not limited to: ordering of proper HIPAA forms; design/layout of medical record areas; working with vendors to purchase/move shelving; working with vendors to move medical records; indexing of medical records when applicable; creating or eliminating relationships with transcription and release of information vendors; and ensure documentation of all physician transitions into the transition database.
  • Assists Senior Director of HIM in the orientation and training of all Medical records staff and students in HIM department.
  • Conducts issue-driven and/or general HIM and HIPPA Audits throughout PSD locations for compliance with all legal and regulatory issues including HIPAA, general medical records issues (record storage, release of information, etc.) documentation, identifying areas of concern.
  • Assists Senior Director of HIM with implementing standard policies regarding medical transcription; performing cost benefit analysis; and identification of methods for reducing transcription costs for PS. Assists the operational management with the  policy development and staff training.
  • In the absence of the Privacy Officer, investigate HIPAA and red flag complaints, complete reports and letters as required and provide feedback as appropriate
  • Keep the Senior Director well informed of any backlogs, conflicts, complaints, operational concerns, or equipment failure. Contribute information regarding the status of various projects, accomplishments for each functional area, and develop goals and objectives for each functional area of responsibility to be provided to the PS executive committees as well as the UPP board of Directors.
  • Performs other duties, activities and special projects as are necessary and required. Maintain professional skills and refine expertise through appropriate education/development activities and professional associations.
  • Assists Senior Director of HIM with policies/procedures/training/computer access and reimbursement processing for Release of Information Vendor.
  • Monitors processes necessary to ensure proper procedures and compliance with the in-error policy for EpicCare processes relating to transcription and/or data quality errors in the eRecord systems.
  • Supervise coordinate and monitor the activities of the departmental HIM manager, HIM Processing coordinator, and eRecord + abstractors staff. Attend assigned committee meetings and UPMC Health System meetings as required/assigned.

Qualifications

  • Bachelor's Degree in Health Care Administration, Business Administration, Finance, Accounting or related field / 5 years of experience OR
  • Bachelor's Degree in Health Care Administration, Business Administration, Finance, Accounting or related field / FMR Program Graduate / 3 years of experience OR
  • Master's Degree in Health Care Administration, Business Administration, Finance, Accounting or related field / 3 years of experience OR
  • Master's Degree in Health Care Administration, Business Administration, Finance, Accounting or related field / Fellowship Program Graduate / 3 years of experience
  • Advanced knowledge of applicable federal, state, and local laws as they pertain to physician BU management, preferred.
  • Knowledge of revenue cycle, physician billing, and contracts preferred.
  • RHIA certification or eligibility to sit for RHIA certification, preferred

  • Act 34
