A senior administrative member of the UPMC Williamsport Heart & Vascular Institute (HVI) who plans, organizes, coordinates and oversees major functional areas of HVI nursing and clinical departments, institute wide patient safety and quality, and disease management; communicates, supports and implements organizational strategic plans and vision to members of the HVI clinical departments; and ensures effective and efficient integration of HVI clinical areas within the UPMC SUS (SUS) system of care delivery.Scope of Responsibility: Departments/Services: HVI Nursing and Clinical services: Cardiac Cath Lab, Invasive Services, Vascular, EP, Non-Invasive Services, Nuclear Cardiology, HVI Diagnostic Center, CVTS, Cardiac Fitness, outreach expansive HVI services in the multiple-county catchment areas, other identified related services, as appropriate.The Director will have matrix reporting alignment to the UPMC HVI Service Line Vice President and Vice President, COO of the SHMG medical group.


  • Coordinates and prioritizes the activities of the HVI patient safety and quality process through the HVI process teams. Identifies and secures the necessary resources to fully implement the HVI patient safety and quality improvement and management program. Ensures compliance with HVI sentinel event, serious event, and incident and infrastructure failure reporting requirements as mandated by law/regulations or to meet accreditation standards. Acts as a liaison to the SUS patient safety and quality processes. Responsible for selection, training, evaluation and development in assigned areas. Assists with strategic planning leadership for assigned departments. Collaborates with other senior managers in the development of the HVI budget, formulates objectives for HVI, integrating those with the overall organization objectives and plan, and develops goals for HVI and establishes budgetary guidelines by which goals can be achieved. In conjunction with the SUS's Executive Leadership, plans and supervises the preparation and administration of HVI clinical department budgets.
  • Collaborates with the HVI medical staff to plan, implement and evaluate programs. Ensures that all HVI departments conform to Joint Commission and Department of Health standards and other accrediting or regulatory agencies, as appropriate. Coordinates the activities of all professional and support staff within HVI in conjunction with HVI department managers, as well as within the SUS Nursing Division and other departments that care for HVI patients in collaboration with the SUS CNO, to assure quality care. Formulates HVI department policies, defines and interprets those policies established, in conjunction with SUS clinical operations. In conjunction with HVI department managers, ensures that all HVI personnel who require practice licensure hold valid and current licensure. Participates in the development of organization-wide patient care programs, policies and procedures that describe how the needs of cardiopulmonary patients or patient populations are assessed, evaluated and met.
  • Develops and implements HVI's plan for the provision of care and scope of services. Participates in and/or leads HVI medical staff committees/departmental meetings. Participates with other governance, managerial and medical staff in the decision-making structures and processes of the organization. Ensures that all HVI clinical activities and initiatives are integrated with SUS clinical services and departments.
  • Human Resources Management: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Applies sound human resource concepts to achieve teamwork, mutual respect, and the maintenance of the highest level of professionalism and a stake in UPMC?s success. Participates in or leads performance improvement and continuous quality improvement activities within assigned areas.
  • Fiscal Management: Develops and manages revenue, personnel, capital, and other expense budgets to accomplish fiscal objectives of assigned areas. Designs and implements programs to support major corporate objectives of cost containment, productivity and other financial management efforts.
  • Department Operations and Quality Improvement: Participates in developing, implementing and evaluating HVI and UPMC's mission, core values and corporate goals. Plans, organizes, implements, directs and evaluates the development of specific departmental objectives and action plans within assigned areas of responsibility in support of overall corporate goals and objectives. Assures compliance with corporate policy and other standards of performance for all assigned areas. Manages physician and regulatory issues related to service areas. Monitors changes in legislation and regulations to assure that effective actions are taken in a timely and consistent manner. Coordinates assigned services to achieve economies of scale and collective competitive advantage. Develops and implements programs to expand scope of service in assigned areas.
  • Leadership: Provides consistent, positive leadership, acting as an informed decision-maker, capitalizing on opportunities, and taking initiative in the furtherance of HVI and UPMC. Exercises effective leadership in developing and nurturing relationships with Medical Staff members, employees, community organizations and leaders as related to assigned areas and UPMC as a whole. Serves as the prime motivator to assigned staff members and continually sets an example through responsiveness to employees and Medical Staff needs and the discharge of other corporate responsibilities. Represents UPMC in local civic activities and in related regional and national affiliation functions.
  • Demonstrates UPMC's commitment to service excellence by understanding the needs of patients, their families, physicians and co-workers and doing what is required the first time, every time by being responsible, sensitive, accurate, timely, coordinated and thorough.



  • Masters degree in Nursing preferred, or Health Care Administration or other Health Care related field
  • Ten years of progressively responsible experience in a variety of functional areas in nursing, patient safety and quality, in an acute care setting.
  • Demonstrated successful experience in the areas of participative management and employee development
  • Effective communication and interpersonal skills with employees, leadership and physicians
  • Strong leadership skills and ability to work collaboratively
  • Demonstrated high level of performance and ability to integrate, coordinate and facilitate ideas/programs/staff
  • Ability to manage and facilitate change
  • Problem-solving skills

Licensure, Certifications, and Clearances:

  • Current Pennsylvania nursing licensure
  • Registered Nurse (RN)
