The Manager, Workforce Management is a professional registered nurse, works under the direct supervision of the Director of Workforce Management (WFM) and in partnership with ISD and the vendor during all phases of implementation, and post implementation support/management of the Workforce Management Program called ShiftSelect for all UPMC hospitals, departments, and disciplines. Ensures that all personnel maintain an appropriate skill level in use of the system by assisting the Director with coordinating/implementing training and related functions as needed. Functions as the operational expert for users in order to maximize ShiftSelect's utilization within each department in order to achieve the project goals of UPMC. Serves as the operational contact for information system service requests related to ShiftSelect and assists management to ensure that procedural guidelines are followed as they relate to use of the system. Coordinates with ISD and the vendor for initial system implementation, upgrades, as well as system optimization and enhancements.



  • Develops and maintains productive working relationships internally and externally by building teams and relationships through mentoring and modeling uplifting and positive communication. Demonstrates the ability to create a shared vision, applies critical thinking skills and utilizes financial and quality data and conceptual knowledge in the development of operational plans. Uses appropriate interpersonal styles and techniques to gain acceptance of ideas or plans; modifying one/s own behavior to accommodate tasks, situations and individual involved. Creates a climate that promotes open communication and effective working relationships with numerous departments and to coordinate workflow and resources.
  • Works in Coordination with CNO, DON, and Administrators in designing implementation plans for ShiftSelect according to strategic plan. Develops networks, team approach, and positive relationships in identification of implementation processes, tasks, timelines, and resources required to ensure the successful implementation of ShiftSelect. Assess departments for practice-specific quality improvement efforts related to workforce management.
  • Serves as a leader, change agent, facilitator, and resource during implementation. Responsible for designing and implementing ShiftSelect education plans for all UPMC departments/units per phase of implementation. Monitors and manages the implementation plans. Provides teaching and skill development for staff to ensure system determined guiding principles of scheduling are followed while keeping UPMC leadership updated on progress and changes in a timely manner. Develops programs, coordinates training and provides oversight for end users (Super Users,staff, business liaisons, etc.). Participates in API Healthcare client offerings, such as educational programs, webcasts, and client conferences.
  • Deploys resources in an effective and fiscally responsible manner. Monitors progress and outcomes against pre-determined goals/objectives for implementation. Proactively intervenes to resolve issues, remove barriers, and address concerns. Collects and analyses data in a usable format. Uses data to identify issues and opportunities for ShiftSelect enhancements.
  • Outcome Management- Collaborates with Director of Workforce Management and leadership to ensure achievement of budgetary benchmarks, employee satisfaction, and maximization of effective staffing(productivity management). Develops Processes for Stabilization and Optimization: Assists with the development of policies and procedures to ensure stabilization of program and effective utilization by end-users.
  • Partners with leadership at assigned locations and the System to design and implement organizational strategies toachieve safe, quality standards Interacts with other departments of the assigned facilities to scheduling and staffing standards are met. Assumes a leadership role in the development and implementation of process improvement opportunities and educationrelated to support organizational goals. Develops relationships both internally and externally to integrate and share best practices across settings.



  • BS Degree in Nursing required.
  • Masters degree in Nursing or related health care field preferred.
  • 3 years of related experience (2 of which in a progressive leadership capacity and progressive staff scheduling).
  • Strong project management, problem solving, organizational, interdisciplinary team, and communication skills (oral and written) are required.

Licensure, Certifications, and Clearances:
