Senior Director, Health Economics



The Senior Director, Health Economics will provide leadership, expertise, and management to direct the cross-functional operations within Health Economics. He/she will apply analytics leadership experience to oversee integration and optimal workflow of data infrastructure, analysis, and operational activities for surfacing business-transformational knowledge. The Senior Director, Health Economics reports through the VP, Health Economics; has daily interaction with the Chief Analytics Officer; and serves as a key figure on the Health Economics leadership team. The Senior Director, Health Economics oversees the production and delivery of advanced analytics support to the Insurance Services Division executive management as primary customers. The Senior Director, Health Economics must demonstrate credibility and thought leadership on multiple, diverse fronts, including but not limited to, the ability to build recognition as a thought leader among clinical, financial, operations, and information technology executive leadership; engage with senior scientists to identify new opportunities for application of scientific methods to provide actionable insight regarding current business issues; and conceptualize and execute complex business case analysis and assessments of initiatives proposed by clinical or other business units to support investment decisions. The Senior Director, Health Economics will leverage his/her diverse, senior-level experience to execute complex decision quality economic and scientific information to support the CEO and Executive management team, providing an enhanced business proposition for analytics services.


  • Implement structure, workflows, and communications mechanisms to maximize the efficiency and optimal collaboration across the various teams of resources within Health Economics and across the various analytics groups of UPMC Health Plan.
  • Gather information, analyze and develops strategies concerning dynamics that may affect area of responsibility, such as changes in market conditions and targets of opportunities for new growth, competitor strengths and weaknesses, and continually communicates these strategies internally using updates to written business plans and ongoing business communication.
  • Manage the design and growth of the Health Economics organizational structure in coordination with Human Resources and implement tactics to maximize retention.
  • Ensure the quality, accessibility, documentation, and data governance of the DOHE analytics groomed data layer for broad consumption by Insurance Services Division resources.
  • Oversee planning, surveillance, and progress for stated short- and long-term goals, and regularly communicate updates and impact to senior executives.
  • Oversee Health Economics day-to-day operations including asset production, communications strategy, performance management, training & development, physical workspace, and safety.
  • Engage with senior executives on a daily basis regarding analytics and operational data support for strategic and tactical business decisions.
  • Direct and enforce the policies and procedures of Health Economics and ensure that such policies are organizationally compliant.
  • Control complex, confidential, and sensitive business and strategic information production critical to the performance and strategic management of UPMC Health Plan.
  • Promote full participation in UPMC staff feedback mechanisms, and adequately address issues or improvement opportunities based on aggregated results. Health Economics is a fluid, dynamic, fast-paced environment. The successful Senior Director, Health Economics will manage ambiguity, prioritize work, and reflect confidence in the teams’ ability to succeed in the face of high demand and short turn-around times, building team cohesion and can-do attitude as a result.
  • Act as representative/spokesperson for the AVP, Health Economics or Chief Analytics Officer in key senior management meetings as necessary.
  • Prepare and manage the annual budget for the Division of Health Economics and approve all expenditures.
  • The Senior Director, Health Economics will consistently demonstrate a strong customer orientation, ensuring that staff produce assets on-time and communicate results effectively. Effectively mentor and develop DOHE staff with respect to Insurance Services Division operations and relevant business context for analytics efforts. Establish continuous improvement efforts to raise the bar regarding staff ability to apply knowledge of the business in day-to-day analytics efforts.
  • Oversee the acquisition of software, applications, and other information technology tools in order to continually raise the technical sophistication and capabilities of Health Economics resources.
  • Oversee implementation and/or maintenance of a knowledge and technical content repository that facilitates training & development across all Health Economics functional teams.Lead Health Economics staff meetings to provide clear communication on major project updates, organizational changes, safety, training, and other topics.
  • Maintain industry-wide perspective on major trends, including macro-economic, customer, regulatory, technology, distribution channel, product and competitive trends; identifies implications for UPMC.
  • Provide executive supervision of the accurate and timely production of data infrastructure, analyses, clinical program surveillance, operational reporting, and other analytics assets to meet DOHE, Insurance Services Division, and UPMC enterprise goals.
  • Oversee aggressive and innovative recruitment strategies in coordination with Talent Acquisition to attract sophisticated resources across the full Health Economics organizational structure.
  • Manage discrete strategic projects with broad oversight from Executive Management. These projects may include internally focused initiatives to improve product performance and would also include externally focused projects to improve UPMC's service delivery system.



  • Minimum: Master's degree in healthcare management, business management, operations management, information systems, or related field. PhD highly preferred. Extensive related experience may be considered.

Experience, Prior Work Experience:

  • Minimum of twelve-to-fifteen years of work experience in an analytical or quantitative job function; fifteen or more years are preferred.
  • Twelve or more years of experience in healthcare insurance industry and/or healthcare delivery industry (preferably both) are required.
  • At least five years of prior experience managing a team of advanced analytics professionals is required.
  • At least three years of experience managing multiple teams simultaneously is preferred.

Data and Technology Experience:

  • Expert-level experience using SQL, SAS, or R programming to conduct advanced analytics work, as demonstrated through at least twelve years of application to analytics data infrastructure or analysis.
  • Application of a similar programming language or analysis tool such as SPSS, STATA, or C++ may also be acceptable.
  • The expert ability to extract and manipulate data from large, complex data sets, and to be able to supervise similar activities undertaken by analysts, lead analysts, and managers.
  • Experience collaborating with senior management, peers and technically sophisticated partners for gaining access to analytics-impactful data streams internal and external to the organization.

Staff Management Skills:

  • Ability to effectively manage and develop multiple teams of data integration developers, business analysts, strategy consultants, project managers, and operations resources.
  • Must be able to influence direct reports, peers, and senior leaders (including senior executives) through effective use of information and communication.
  • Must delegate work to staff and effectively employ risk management methods in order to ensure high quality outcomes, staff development, and efficient use of staffing resources.
  • Demonstrate keen awareness of, and ability to effectively manage, internal and external politics and professional relationships to the benefit of Health Economics, UPMC Health Plan, and the UPMC enterprise.
