UPMC Health Plan is hiring a full-time Program Manager to help support the UPMC Quality Improvement Department for its downtown Pittsburgh location at the US Steel Tower. This position will impact more than 400,000 people statewide who are eligible for Medicaid, CHIP or Marketplace funded programs. This is a Monday through Friday daylight position. The successful candidate will provide overall project management related to the Performance Improvement Projects (PIPs), program performance measures, and operational reporting required by the Pennsylvania Department of Human Services (DHS). This position will provide internal direction, leadership, and accountability for project management efforts among operations as well as across the system; define project objectives and measures to be tracked by the responsible business owners; develop and maintain detailed project plans; and produce final versions of reports for submission to the DHS.



  • Assist cross-unit team members in resolving project problems, escalates issues when necessary, and facilities decision-making.
  • Ensure that all participating parties have committed to effective implementation of the processes and procedures.
  • Identify trends and process improvement opportunities across departments within operations.
  • Provide concise and timely status reporting as required
  • Work with other managers to achieve efficiencies across integration of projects.
  • Develop cross-functional, change management and implementation strategies
  • Monitor operating performance against regional and national benchmarks.
  • Develop and maintain detailed project plans, this includes utilizing standard project documentation, methodology, project tracking, and reporting procedures.
  • Maintain project planning documents, prepare materials, write and distribute workflows
  • Develop and implement key metrics to measure and report on progress of initiatives.
  • Assist with achieving Operations division strategic goals as well as system strategic goals.



  • Bachelor's degree in business, mathematics, statistics, health care, management, or related business field required.
  • Minimum of four years of related project or program management work experience.
  • Master's degree preferred (Four+ years' experience will be considered).
  • Experience in health care insurance or health care industry preferred.
  • Prior experience with NCQA, HEDIS, and CAHPS is also highly preferred.
  • Excellent computer skills required, including Access, Excel, Microsoft Project, and other pertinent computer software packages.
  • Strong management, problem-solving, organizational, and communication skills (oral and written) are required.
  • Excellent Project Management skills along with effective planning and organizational skills.
  • Ability to perform planning for large initiatives/projects, managing all tasks required to providing services to meet client and business needs within budget and targeted deadlines.

Licensure, Certifications, and Clearances:
PMP Certification is highly preferred.
