UPMC is hiring a full-time Program Administrator to support the Center for High-Value Health Care. This is Monday – Friday daylight (8:00 a.m. – 4:30 p.m. / 8:30 a.m. – 5:00 p.m.) role. Work-from-home privileges are offered for this position and/or the ability to have a hybrid arrangement (with partial remote and office-based work).

The UPMC Insurance Services Division Grants & Contracts Program seeks to build an externally-funded portfolio of projects focused on health care service delivery redesign and payment reform across all lines of business. The Program Administrator reports to the Senior Director of the Grants & Contracts Program and is responsible for providing administrative leadership for core components of the program, including strategic planning and program development, proposal preparation and submission, implementation of funded projects and production of deliverables, and operational activity, efficiency, and growth.


Responsibilities:

  • Lead a grant-funded initiative aimed to answer critical research questions about outcomes for dual-eligible aligned SNP/CHC members, collaborate with business units to develop or prioritize membership for outreach strategies/care models, and conduct rapid cycle evaluation to refine strategies/models to meet Quadruple Aim goals.
  • Responsible for managing all aspects of the initiative, with Center leadership support and oversight, including setting strategic goals and objectives, organizing and leading stakeholder workgroups, producing regular reports for internal audiences, and making recommendations for future implementation and evaluation strategy.
  • This position will work collaboratively with a team of health services researchers, line of business data analysts, and senior leadership to execute initiative deliverables.
  • Serve as a consultant/process expert in designing studies within health services research and provide training and support to other analysts as needed.
  • Contribute to manuscript and proposal writing efforts related to initiative findings.
  • Develops on-line resource library, including references, proposal boilerplate, key internal and external contacts, etc.
  • Ensures compliance with IRB and other legal/regulatory requirements.
  • Produces required progress reports.
  • Participates in strategic planning for the Grants & Contracts Program.
  • Conducts literature reviews and targeted research to inform specific proposal components.
  • Contributes to the development, writing and submission of proposals.
  • Works closely with funded project teams and facilitates progress toward timely completion of deliverables.
  • Assists with development of publications in peer-reviewed journals and industry reports.
  • Develops and maintains systematic processes for monitoring relevant external funding and publications opportunities.

Qualifications

  • MA in health services research, health policy, or health economics and 5 years of experience in a research administration role required OR PHD in health services research, health policy or health economics and 2 years of experience in a research administration role required. (Preferably with specific training in program evaluation)
  • Strong administrative, organizational, communication, and writing skills.
  • Advanced knowledge of grants and contracts program environment (federal, state, foundation, etc.)
  • Established track record in oversight of externally-funded projects.
  • Extensive pre- and post-award project management experience, preferably in an academic medical center or research organization.
  • Experience in pre- and post-award process analysis and automation; familiarity with electronic grants submission and management systems; generally knowledgeable in IT.
  • Experience preparing literature reviews across a wide range of health care-related topics.
  • Ability to prepare budgets for external proposals.
  • Proven track record of leadership and interpersonal skills.
  • Demonstrated ability to work collaboratively and independently.
  • Ability to accommodate a high volume of work, manage competing demands, set appropriate priorities, and effectively meet multiple deadlines
