Fulltime Day shift position with on call


Manages and directs the activities of the Engineering and Plant Operations Departments in the planning, programming and accomplishing of maintenance, repairs and improvements of buildings, grounds and landscaping, utilities, and as well as the enforcement of departmental and hospital policies and procedures. Plans, organizes, controls and implements the Department's activities and coordinates them with other departments; manages contractors for Engineering Services. This position also indirectly oversees the activities for the Environmental Services Department Clinical Engineering (Bio Medical Electronics) Department.



  • Participates in the planning of new methods of maintaining the smooth operation of the department while keeping the best interests of the Altoona Regional Health System in mind.
  • Handles disciplinary matters as required in relation to violation of Hospital policies with contractors.
  • Prioritize work assignments to assure timely completion of all projects/renovations.
  • Carries out other related duties as assigned by Administration which are in the best interest of the Altoona Regional Health System.
  • Periodically inspects and evaluates buildings and grounds and utility systems to ensure a safe, pleasant, and comfortable physical plant.
  • Advises and assists Supervisor(s) in the interviewing and selection of applicants.
  • Maintain and oversee governmental code requirements such as, but not limited to, DEP facility emissions in reference to Title V program and boiler permitting, City of Altoona wastewater regulations and permitting, and Department of Health licensure regulations.
  • Reviews contracts with regards to work performed by outside vendors.
  • Works with Director of Environmental Services and Director of Construction & Design to assure any construction/renovation work is done in a timely manner.
  • Conducts monthly meetings with Supervisor(s) and employees.
  • Responsible for the development of an effective organization structure so that responsibilities are understood by all subordinates.
  • Develop standards of practice in order to ensure the smooth operations of the Department.
  • Acts as a liaison with architects, contractors, and regulatory agencies relative to the physical plant .
  • Directs departmental activities in compliance with all governing regulations such as OSHA, Department of Health, AOA, JCAHO and City of Altoona.
  • Available for discussion/advice at all times so that all projects are clearly understood by all employees.
  • Keep Administration and the Senior Vice President informed of the status of projects.
  • Develops and monitors department's budget as it relates to the Engineering Department & Plant Operations.
  • Approves purchase of materials in accordance with Hospital policies.
  • Delegates responsibilities to Supervisor(s) and coordinates work activities among Supervisor(s).
  • Work with department heads to schedule projects/ renovations in their areas.
  • Writes and schedules preventative maintenance to include, but not be limited to, time intervals to coincide with manufacturer's recommendations; add equipment/retire equipment as necessary; coordinate tools and equipment needed; provide information to office assistants to keep electronic PM documents current and accurate; arrange for manpower that is qualified to PM various types of equipment.
  • Ensures that all safety codes, building codes, fire and health regulations, etc. are met throughout the Hospital and outlying buildings for which the Hospital is responsible.
  • Manage vendor contracts for specific equipment, to include, but not be limited to, boiler emissions testing; annual calibration and repairs; chillers; temperature control system; sprinkler systems testing (fire pumps pre action systems, dry pipe garage system); complete and document all repairs resulting from testing; TV systems maintenance and repair; and generators.




  • Must be a graduate of an accredited college/university and have a minimum of Associates Degree or Bachelor's of Science Degree in Electrical or Mechanical Engineering or acceptable related field plus five (5) years of acceptable experience in the healthcare facilities field.
  • CAD experience preferred with strong computer skills.
  • Experience in the field of construction/design or engineering management preferred.

Experience Required:

  • Five (5) years' experience in construction related trades plus two (2) years' experience in a supervisory capacity.
  • Must have a valid driver's license.
  • In addition, must have a thorough knowledge of maintenance and repair work procedures
  • must have a thorough knowledge of the application of principles of personnel management
  • must have the ability to organize and coordinate the activities of personnel to provide a high quality of maintenance and repair work
  • must have the ability to supervisor others and clearly instruct and train.
  • Proficiency in Word, Excel, PowerPoint, MS Project Suite.
  • Strong organizational, communication, and interpersonal skills.
