Description

The Research Administration Manager assist the Director of the Office of Grants and Contracts in managing daily operations.

Responsibilities:

 

  • Monitors workload of the overall team and of individual team members; reassigns workload to accomplish equitable distribution among team members.

  • Conduct Team Leader meetings.
  • Serves as primary resource for and communicator with PIs assigned to the team, as well as with program/project staff designated by the PI.
  • Accountabilities - The team manager is held accountable for his role in improving the overall functioning of the Office of Grants and Contracts through active participation in the OGC leadership team and close collaboration with other OGC team managers in the resolution of problems and process improvement across teams.
  • Analyzes and reviews research proposals processed through the team for conformity with University policies and compliance with requirements of prospective sponsors.
  • Serves as primary liaison of the team with other teams in the OGC and other University agencies, such as the Office of Research and Research Accounting on all matters pertaining to the grants and contracts managed by his/her team.
  • As a member of the OGC Leadership Team, the team leader plays an active role in the development and implementation of department policy, monitoring and compliance with approved department and university policy, process analyses and improvement, development of OGC-wide reports and development of OGC-wide training strategies.
  • Provides supervision and direction for a team of 8-10 pre- and post-award Grants Specialists, Grants Assistants and Aides who are responsible for all aspects of pre- and post-award functions in the Office of Grants and Contracts (OGC).
  • Analyzes and reviews expense reports produced by the University of Pittsburgh and by team members to ensure accuracy and compliance with sponsor regulations, including appropriate distribution of faculty and staff effort, appropriate spending rates and timely correction of projected overdrafts.
  • Assists the Director of the Office of Grants and Contracts in managing daily operations.
  • Serves as alternate signatory for the Office of Grants and Contracts on all paperwork requiring the signature of the Director (outgoing grants, account close-outs, etc).
  • Monitors all other assignments, output and timely completion of assigned tasks of all team members.
  • Accountabilities - The team manager is held accountable for the overall performance of his/her team, including timely and accurate completion of tasks assigned to the team and individuals within the team; he/she performs the performance reviews of all team members and proposes merit increases, promotions or disciplinary action to the Director of the OGC.
  • Identifies and nurtures professional growth and development opportunities for team members expanding the knowledge base of individual team members and team as a whole.
  • Keeps current on changes in sponsor and university regulations pertaining to the submission and administration of grants and contracts; educates team members on policy changes and monitors consistent application of rules within the team.
  • Fosters team spirit and collaboration among team members toward accomplishment of team goals, such as better integration of pre- and post-award functions, timely and accurate reporting to PI's, timely and accurate close-out of grants and timely resolution of overdraft issues.
  • Serves as quality control gateway and develops quality improvement strategies for individual team members and the team as a whole.
  • Recruits and trains new team members as needed.

 

Qualifications

  • Master's Degree, plus three years of relevant professional experience are preferred.
  • Bachelor's degree plus five years of relevant professional experience are acceptable; exceptions to the college degree requirement can be made if length and relevance of prior experience (administration of grants and contracts; experience in other accounting fields in an academic or health system) as well as established track record indicate candidate's overall capability and specific suitability for this position.
  • Proven track record in supervision, team work and staff training.
  • Extensive knowledge of Federal grant system and of the rules and regulations that guide the submission and administration of Federal grants (OMB Circulars A-21, A-110, A-133; NIH grants policies, NIH.gov) required.
  • Extensive knowledge of University of Pittsburgh rules and regulations that guide the submission and administration of grants and contracts (Published policies of the Office of Research and the Office of Research Cost Accounting) required.
  • Ability to apply knowledge to the day-to-day operations of the team and staff training activities.

  • Act 31 Child Abuse Reporting with renewal
  • Act 33 with renewal
  • Act 34 with renewal
  • Act 73 FBI Clearance with renewal
