The Senior Manager of Environmental Health & Safety serves as the Manager of Environmental Health and Safety programs for the UPMC North Central Region.  The Senior Manager is responsible for ensuring the completion of the department's responsibilities as well as the delivery of all services in a professional, timely and cost-effective manner, through direct supervision of EH&S managers, coordinators and staff.


Serve as the Safety Officer for UPMC North Central Region in the absence of the Director.  As such the incumbent is delegated the authority to intervene in any situation which poses an immediate threat to the safety or health of persons or threat of damage to the facilities.

Provide support when the Director of EH&S is not available (attend meetings, chair committees, etc.)

Supervise all activities related to Environmental Health & Safety programs at all served institutions, including:
- the development, implementation and supervision of safety policies and programs aimed at improving the protection of Hospital occupants and assets;
- the on-going training of staff;
- response to administrative requests for input on potential or actual safety concerns;
- the monitoring and initiation of corrective actions in response to safety concerns;
- participation in and oversight of safety compliance activities relating to the requirements of regulating bodies such as the Joint Commission on the Accreditation of Health Care Organizations, Occupational Safety & Health Administration, Department of Health, Department of Environmental Protection, Environmental Protection Agency, and others.
- development of on-going efforts to promote a growth of safety awareness within the institutions;
- participation in standing and ad hoc committees as required to represent safety issues;
- the assembly, analysis, monitoring and initiation of corrective action on matters related to the areas of life safety, safety, hazardous materials and wastes, utility management, medical equipment, security and emergency preparedness;
- creation and presentation of safety-related reports, as required,

Participate, as directed, in the development and on-going performance monitoring of capital and operating budgets for the Environmental Health & Safety cost centers.

Maintain responsibility for the following Human Resources areas:
- hiring, retaining, training and dismissing employees;
- completion of periodic performance evaluations
- development of staffing schedules promoting deployment which coincides with departmental demand and workload;
- training in all areas of job responsibility, safety, infection control and customer relations;
- development of intra-departmental personnel policies which are realistic, in compliance with hospital and governmental practices and which promote maximum staff effectiveness

Participate in the development, in cooperation with other departmental managers as required, such inter-departmental policies and procedures as are necessary for the efficient execution of all responsibilities.

Support the established continuing education and annual safety training program.

Ensure the existence of position descriptions with measurable and achievable performance standards which meet the guidelines presented for the performance appraisal process for every direct reporting employee.

Visibly demonstrate a commitment to the Quality Improvement Process by personally using and teaching others to use the process.

Maintain a high degree of department awareness of the quality improvement process.

Support the Quality Improvement Goals by participating with intra-departmental teams and efforts.

Analyze inter-departmental process flow for the purpose of making it less expensive, more timely, or more supportive of Hospital and UPMC Quality Goals.

The incumbent of this position must be qualified, by education and/or experience, to manage and operate a multi-facility health care Environmental Health and Safety program. A minimum of ten years experience in environmental health and safety, preferably in a health care facility, is required. Knowledge of applicable Environmental Health and Safety regulatory requirements, including hospital accreditation is required. Must possess basic familiarity with Hospital administrative functions. An understanding of human relations and behavior concepts and experience in dealing with Human Resource and Labor Relations regulations and policies. Exceptional written and oral communications skills. Experience in managing multiple responsibilities and delegation and assignment of duties. Have completed an advanced academic program at the baccalaureate level. A master?s degree in one of the related management areas is desirable. The Senior Manager is vested with the duty of cooperating and interacting with all levels of Hospital staff and customers. As such, he/she is often the sole contact with the areas outside the department and must promote a professional and service-oriented image at all times.

Licensure, Certifications, and Clearances:
CHSP (Certified Healthcare Safety Professional), ASP (Associate Safety Professional ) or CSP (Certified Safety Professional) preferred.
