Description
Purpose:
As a member of the Health Government relations team, the Director will represent and advance the interests and positions of UPMC ISD before state and federal legislatures, government/regulatory agencies and key third-party constituencies. The position would also provide lobbying support to strategic initiatives to support UPMC ISD?s government products portfolio. To bring additional legislative, agency and other public policy experience with government and other insurance products to the Government Relations team to inform and support in the Insurance Services Division?s (ISD) regulatory, legislative and business strategies.
Responsibilities:
- Track and analyze legislation and regulatory proposals with potential impact to government products and other UPMC ISD lines of business. Build and maintain relationships with key legislative and agency staff to support and grow strong working relationships across Medicaid, D-SNP, CHIP, Exchange and other lines of business.
- Represent UPMC Health Plan before formal and informal stakeholder groups, including local, county, state and federal governmental leaders and trade associations regarding UPMC ISD programs, policies, processes and mission.Promote UPMC ISD legislative priorities before state and federal policymakers.Work with Public Relations Team to develop legislative summaries, talking points and messaging materials as needed to support internal and external communications on government relations priorities.
- Represent UPMC ISD?s interested and positions before health insurance industry associations and participate, as directed by AVP, Public Relations & Government Relations, on trade association legislative and policy work groups.Prepare status reports on legislative, regulatory and other assigned projects and brief executive management.
- Work with UPMC ISD executives and other staffs to understand specific needs that could be met through lobbying activities.Work with internal and external government relations and lobby groups to develop collective strategies, tactics and messaging.
Qualifications
- Minimum of 5 years experience in industry, governmental or health policy-related experience.
- A solid understanding of Medicaid and other government insurance programs and policy; state and federal appropriations and budget processes; and hospital and provider payment methodologies and health care finance.
- Knowledge of current landscape trends in health care and pharmaceutical reimbursement methodologies and quality measurement among commercial and governmental payers.
- Exceptional analytic and writing skills.
- Ability to function as a member of a busy, fast-paced and collegial policy/GR/legal team.
