ANCC Magnet designated UPMC Passavant is currently hiring a Full-Time Manager of Prehospital Care and Emergency Preparedness to support our Prehospital Care Department. This position requires at least 10 years of EMS experience, 5 years as an advanced provider, and 3 years of formal leadership experience, and an active Medical Command Status. Classroom and Practical teaching experience, Critical Incident Stress Debriefing, and Emergency Management experience are preferred.


This is a Monday-Friday, daylight position with 24/7 accountability of needs.


The Manager of Prehospital Care and Emergency Preparedness will report to the Director of Emergency Services and is responsible for the daily departmental activities of Prehospital Care and serving as the Emergency Management Coordinator (EMC) for UPMC Passavant. The Manager will be responsible for implementing strategic activities and goals related to the EMS services within the Consolidated Medical Command (CMC), including medical command for the hospital and supporting EMS services. The Manager will be responsible for the development of an emergency preparedness program including the design, development, and ongoing management of contingency plans. Develops and maintains standards for all hazard's disaster and bioterrorism plans. Responsible for maintaining annual training and exercises, records, personnel training, and inventories.



  • Represent UPMC Passavant Prehospital Care at local, state, and national venues as requested.
  • Develop and evaluate procedures for medication exchange for EMS Agencies.
  • Promotes the hospitals image and maintains a positive and helpful attitude toward employees, physicians, visitors, and the community to enhance the hospitals reputation as a health care center.
  • Develop, coordinate, and instruct continuing education programs for EMS providers.
  • Participate and assist with UPMC prehospital care community health events and other communities as applicable.
  • Develop and maintain policies and procedures associated with prehospital personnel.
  • Collaborate with local EMS services, UPMC Passavant/Cranberry Emergency Departments, EMS Medical Director, UPMC Prehospital Care and other UPMC Passavant/Cranberry departments as appropriate to support a positive working relationship.
  • Provide oversight to maintain UPMC Passavant and UPMC Cranberry campuses as medical command sites.
  • Develops and maintains the financial reporting database for EMS billing in collaboration with the Finance Department.
  • Responsible for oversight and resolution of complaints and grievances related to customer and quality issues.
  • Serves as primary point of contact for EMS agencies with respect to business inter-actions and contractual relationships.
  • Develop a reliable and convenient system for restocking ambulance services while maintaining cost controls and adhering to Federal guidelines.
  • Coordinates the administration of contingency related contracts including the annual review to ensure their validity and appropriateness.


Advanced Response Unit

  • Provide oversight to the Advanced Response Unit operations and employees.
  • In collaboration with the Prehospital Medical Director, conduct quality improvement/assurance reviews of prehospital activity and care.
  • Represent UPMC Passavant Prehospital Care by actively responding with the Advanced Response Unit monthly.


Emergency Preparedness

  • In collaboration with UPMC Emergency Preparedness identifies and implements best practices for hospital emergency preparedness planning and serves as primary hospital representative to UPMC Disaster Preparedness team.
  • Acts as a liaison with government, healthcare, and law enforcement agencies, i.e., township, county, Health Care Coalition for emergency planning.
  • Coordinate/implement emergency communications interoperability with township, county, the Commonwealth, CECC and UPMC system.
  • Works with non-clinical areas to develop contingency plans. Performs risk analysis to identify points of vulnerability and ensures the appropriate use of mitigation efforts.
  • Coordinates and documents emergency preparedness drills HSEEP (Homeland Security Exercises and Evaluation Program) tracking follow-up issues to ensure they are resolved.
  • Evaluates business continuity products and services and makes appropriate recommendations to management.
  • Trains hospital staff, as required, in the principles of business continuity and emergency preparedness practices.
  • Coordinates emergency response activities during a business interruption or disaster.
  • Works on special projects as identified or directed related to Emergency Preparedness.
  • Conduct quarterly Emergency Preparedness Committee meetings.
  • Reviews UPMC Passavant/Cranberry Emergency Operations Plans annually with identification of needed updates to meet regulatory requirements.



  • Performs in accordance with system-wide competencies/behaviors.
  • Performs other duties as assigned.


Bachelor's degree in health/business/administration related field required. Master's degree preferred. Must possess good oral and written skills, must be able to communicate with all age groups, populations, and individuals within the hospital. Must also possess good interpersonal skills. Strong computer skills in Microsoft Office (Access, Word, Excel, and Power Point) Excellent organizational skills to work effectively with other departments and services The ability to compile and analyze data from databases, summarize findings, and present data to internal and external customers. 5 years of progressive clinical management experience and minimum of 10 years clinical experience in prehospital care required.

Licensure, Certifications, and Clearances:
Current licensure as a professional paramedic in Pennsylvania required.
